520 b영문초록 : The purposes of this study is to estimate the weight of cost of transportation congestion in commuting cost to Pusan citizen which is calculated type of congestion cost to be paid by worsen traffic congestion from time and physical damage while the citizen's commuting. The results from this study are following (1) Congestion in Pusan Metropolis is increasing day by day. Most of crossroads are "F" LOS, for example, and mean delay time in YangJung crossroad of JungAng-Ro extends 780.0sec/car. The decline of mass transportation service have been showing the diversion of transportation cause of the congestion. (2) The mean needed time for going to work is 0.71 hour in Pusan. Most of long distance commuters in Pusan, different from those who use the well-developed subway in other cities and the start time get about 70% in all commuters during 7:30 ~ 8:30 AM. Though the ratio of transit-concentration is 6.5%, 7.15% each while 7:00 ~ 8:00 AM and 8:00 ~ 9:00 AM which is object time in this study. These trends shows up during the daytime with similar distribution. The mean of running speed of the peak time in C.B.D is 21.45km/h, and the speed during the daytime is 24.25km/h. This congestion comes out not only at commuting hour, but also at all the time. (3) The total yearly cost of working trip is estimated about 608 billion won, and the total congestion cost is 140 billion among the money. The owner drivers pay the highest cos of all kinds of transportation users. The amount of the money is estimated 296 billion won in the cost of working trip and 77 billion won in congestion cost. This amount takes change of almost half of the cost of working trip and congestion cost in a year. Though these results come out by owner drivers, which damage to other transportation users and owner drivers themselves paradoxically. (4) Pusan Commuters pay 33.330 won in working trip which is 3.1% among their wage. Traffic congestion during the peak time effects the cost of working trip greatly, and the ratio of the monthly average congestion cost per person charges 23.0%, 7,677.9 won in working trip during the peak hour. The sum of average monthly congestion cost per person come up to 140 billion won, Pusan commuters pay 140 billion won added-money cause of this congestion to compare other cities' commuters. (5) All commuter in Pusan pay over 20% of the cost of working trip as congestion cost. Therefore, if owner drivers changes their using patterns to mass transportation like bus and subway successfully by policy of mass transportation, congestion cost and working trip cost will be greatly reduced. Also it is anticipated that the numbers of owner driver reduce 20%.
