본 연구에서는 공공기관 지방이전이 지역경제성장에 미친 영향을 실증적으로 분석한다. 우선, 공공기관 지방이 전 정책의 대상이었던 혁신도시들을 대상으로 이전 전후 GRDP 관련 지표를 활용하여 지역경제성장에 유의미한 영향을 미쳤는지를 파악하는 통계검정을 실시했다. 그 결과, 지방이전 이후 1인당 GRDP는 증가했으나, 국가경제 및 수도권경제에 대한 지역경제의 비중은 오히려 감소한 것으로 나타났다. 본 연구에서는 이전 규모에 초점을 두고 혁신도시가 입지한 10개 광역시·도를 대상으로 이전 규모에 따른 지역경제발전 효과를 분석하였다. 분석결과 이전한 공공기관의 인원 규모는 GRDP/GDP 및 GRDP/수도권GRDP와 같이 지역경제의 비중을 나타내는 지표와 통계적으로 유의한 부(-)의 영향을 갖는 것으로 나타났다. 이는 혁신도시 정책이 지역경제성장에 긍정적으로 기여했다고 보기 어려움을 시사한 것으로, 공공기관만으로 혁신도시로 유입된 인구 및 자본은 효과적인 경제성장의 파급효과를 가져오는데 한계가 있음을 보여주었다. 지역경제의 지속적이고 안정적인 성장을 위해서는 보다 다양한 산업의 육성이 필요함을 발견할 수 있었으며, 이에 대한 정책적 시사점을 도출할 수 있었다.
This study aims to examine the effect of public sector relocation on regional economic growth and equitable development. The Korean government established the national strategy to reduce the regional disparity and boost growth in non-metropolitan areas by relocating public agencies from the metropolitan area to the regional cities. Although the primary goal of relocation is to ameliorate regional imbalances by vitalizing the regional economy, there is little research that empirically analyze the policy impacts on regional growth or balanced development of target provinces. This study intends to explore whether the public agency relocation had a meaningful impact on regional economic growth and assess the influence on regional economic development by focusing on the scale or size of relocation. As a result of t-test and panel regression analysis, it is difficult to find that public sector relocation had a significantly positive effect on enhancing equitable regional development. While post-relocation increase in regional product could be observed in some cases, the ratios of regional product to national product or metropolitan area product diminished since the relocation, contrary to expectation. This study finds that the sizes of the relocated public agencies are too small to bring about any meaningful trickle down effect in the recipient regions, and suggests the need to diversify and intensify industrial investments in these regions. In addition, to make relocated agencies and population effectively settle down in the region and serve as an accelerator for vitalizing the local economy, appropriate social infrastructure investments in these regions are warranted to prevent backwash effects.
