이 연구는 기후위기 체제에서 발생하고 있는 재난을 사회적 재난으로 전제하며, 노인들을 재난으로서의 위험으로부터 보호할 방법을 탐색하는 것을 목적으로 한다. 최근, 산불, 폭우, 폭설, 폭염, 혹한 등 다양한 형태의 사회적 및 자연재난이 극단적인 규모로 나타나고 있다. 이로 인해 노인들은 단기적 및 장기적인 어려움을 경험하게 된다. 과거에는 재난을 천재지변이나 개인의 불행으로만 여겼으나, 최근에는 재난과 재난경험이 기후 체제의 결과로 인식되며 사회적 재난으로 간주되고 있다. 이는 재난을 사고자체 뿐만 아니라 사고가 발화되었던 조건, 발생한 상태, 과정 모두를 포괄하는 것을 기초로 하는데, 느린 시간 동안 비가시적으로 퍼져나간 위험성의 자장을 느린 재난으로 규정한다. 특히 느린 재난은 취약한 계층인 노인과 그들의 경험을 사회적 재난으로 파악하기 적절하며, 노인이 위험을 사사화(privatization)하는 과정과 재난으로 인해 노인이 경험하는 위기가 누적된다는 점을 바라보는데 적절하다. 즉, 기후위기 체제에서 노인들의 나이든 몸과 단절된 사회관계가 재난의 피해를 증폭시키는 촉매제라는 것을 밝힌다. 또한 사회적 재난에서의 취약성이 국가 중심의 구호와 복지라는 전략이 어떤 점에서 부적절한지 드러내는 효과도 있다. 정리하자면, 사회적 재난이 심화되는 상황에서 노인들을 느린 재난의 위험에서 구출하기 위해서는 발전 중심의 체제를 전환해 상호의존을 통한 관계 형성의 체제로 이행할 필요를 밝힌다.
This research explores ways to protect older people from the risks of social disasters within the climate crisis system. In line with recent arguments that the extreme scale and form of recent social and natural disasters are the result of the destabilization of the earth and climate system by the modern capitalist production system, this study views such disasters as the emergence of social disasters. The concept is based on the idea that a disaster is not limited to the event itself, but also includes the conditions, processes, and circumstances leading up to the event. Slow disasters, in terms of the privatization of risk by older people and the accumulation of crises resulting from disasters, are relevant to understanding older people as a vulnerable group and social disasters. In the context of the climate crisis, the ageing of older people’s bodies and the disruption of social relationships exacerbate the damage caused by disasters. This highlights the inadequacy of state-centered relief and welfare strategies in addressing vulnerability during social disasters. To conclude, to protect older people from the risk of slow disasters in the context of worsening social disasters, it is necessary to move from a development-oriented system to one of building interdependent relationships.
