인구 고령화가 저축률에 미치는 영향 연구 - 중국 도시와 농촌 비교를 중심으로 - 세계적으로 인구 고령화는 가속화되고 있으며, 이는 사회와 경제에 복잡한 문제를 던지고 있다. UN 통계에 따르면 2019년 기준 60세 이상 인구가 전 세계 인구의 약 12%를 구성하고 있으며, 이 비율은 2050년까지 약 22%로 증가할 것으로 전망되고 있다. 이러한 증가는 노후보장, 의료 제공, 경제 안정 등 사회와 경제에 복합적인 도전을 제기하고 있다. 중국 국가통계국 자료에 따르면 60세 이상 인구의 비율은 2000년 약 10%에서 2020년 약 18%로 증가하였으며, 2050년까지 잠재적으로 30%를 초과할 것 으로 예상된다. 이러한 급속한 고령화는 중국 정부와 노인을 위한 의료서비스, 연금 제도, 일자리 창출 등의 문제를 야기하고 있다. 중국 도시와 농촌의 노인 인구 비율은 약 18%, 12%로 차이가 크다. 도시와 농촌의 경제발전 수준 은 불균형적이고 노인들의 빈부격차, 저축 동기, 생활방식, 소비 습관 등 많은 측면에서 큰 차이를 보인다. 이는 도시와 농촌의 차이를 통해 중국 사회의 경제문제를 살펴볼 필요성을 보여준다. 이러한 관점에서 본 연구 는 중국의 인구 고령화가 도시와 농촌의 저축률에 미치는 영향을 실증적 으로 살펴보고, 저축률의 차이가 발생하는 원인에 대해 고찰해 보고자 한 다. 본 연구의 분석 대상은 중국 내 31개 주요 도시와 농촌 지역으로, 2011년부터 2021년까지 연구 기간으로 설정하였다. 다중회귀분석 모델과 패널 회귀분석 모델을 활용하여 다양한 요인들과 상호작용을 체계적으로 탐구하였다. 연구 결과를 보면, 도시 지역과 농촌 지역의 저축률의 변동속도에 차 이가 존재하며, 도시 지역은 노인의 비율이 증가할수록 저축률이 감소하 고 반면 농촌 지역은 증가한 것으로 나타났다. 이는 생활 비용, 사회보장 제도, 노인의 소비패턴에 기인한 것으로 나타났다. 또한 높은 사회보장 지출은 개인의 저축 의지를 감소시키는 경향을 확인할 수 있는데, 이는 사회보장제도가 더 발전했을 때 사람들이 미래의 위험을 위해 저축할 필 요성을 덜 느끼기 때문일 가능성이 있다. 사회보장지출의 수준이 낮을 경 우, 저축률이 증가하게 되며, 또한 국내 소비와 소비 증가율의 확대를 제 약하고 있다. 1인당 가처분 소득과 연간 정기예금 금리는 저축률에 긍정 적인 영향을 미치지만 1인당 소비 지출은 부정적인 영향을 미치는 것으로 나타났다. 이러한 연구 결과를 바탕으로 다음과 같은 몇 가지 정책적 시사점을 도출할 수 있다. 농촌 지역의 사회보장제도를 강화하여 노인들이 더 안정 적인 노후를 보낼 수 있도록 한다. 도시와 농촌 간의 연금 지출의 균형을 유지하면서 노인들의 소득 수준을 안정적으로 높여 노후보장에 대해 걱정 하지 않도록 할 필요가 있다. 주제어: 고령화, 저축률, 사회보장지출, 패널 회귀분석
A Study on The Impact of Population Aging on Savings Rates: A Comparative Study Focusing on Urban and Rural Areas in China Globally, population aging is accelerating, posing complex problems to society and the economy. According to UN statistics, people aged 60 or older make up about 12% of the world's population as of 2019, and this proportion is expected to increase to about 22% by 2050. This increase poses complex challenges to society and the economy, including retirement security, healthcare provision, and economic stability. According to data from China's National Bureau of Statistics, the proportion of the population aged 60 or older increased from about 10% in 2000 to about 18% in 2020. Furthermore, this trend is expected to accelerate, potentially exceeding 30% by 2050.This rapid aging is creating challenges for the Chinese government, including medical services for the elderly, pension systems, and job creation. There is a large difference in the proportion of the elderly population in urban and rural China, at approximately 18% and 12%, respectively. The level of economic development between urban and rural areas is unbalanced and there are significant differences in many aspects such as the gap between rich and poor among the elderly, savings motivation, lifestyle, and consumption habits. This shows the need to examine the economic problems of Chinese society through the differences between rural and urban areas. From this perspective, this study empirically examines the impact of China's population aging on urban and rural savings rates and examines the causes of differences in savings rates.The analysis target of this study was 31 major cities and rural areas in China, and the research period was set from 2011 to 2021. Various factors and their interactions were systematically explored using multiple regression analysis models and panel regression models.The research results show that there is a difference in the speed of change in the savings rate between urban and rural areas, and that in urban areas, as the proportion of elderly people increases, the savings rate decreases, while in rural areas, it increases. This was found to be due to living costs, the social security system, and the consumption patterns of the elderly. We can also see that high social security spending tends to reduce individuals' willingness to save, possibly because people feel less need to save for future risks when social security systems are more developed. If the level of social security expenditures is low, the savings rate increases and also limits the expansion of domestic consumption and consumption growth rate. Disposable income per person and annual term deposit interest rate were found to have a positive effect on the savings rate, while consumption expenditure per person had a negative effect.Based on these research results, the following policy implications can be drawn. Strengthen the social security system in rural areas so that seniors can enjoy a more stable retirement. Balance pension spending between rural and urban areas. There is a need to stably increase the income level of the elderly so that they do not have to worry about retirement security.Keywords: aging, savings rate, social security expenditure, panel regression analysis
