The veterinary nursing profession is emerging and requires national certification due to environmental changes. This study aims to identify the work activities of veterinary nurses, develop job standards to present desirable practice levels, and provide a basis for job evaluation. The results of the study led to the following conclusions.First, we conducted a systematic literature review to examine the work activities of veterinary nurses. Then, we conducted personal interviews with veterinary nurse experts to collect more in-depth data. Based on the identified work activities, we drafted job standards and conducted an expert Delphi survey. We analyzed the mean, standard deviation, content validity, convergence, and agreement of each item using statistics to review the validity.Based on the National Competency Standards (NCS), the jobs of veterinary nurses were unified into four categories. The job of a veterinary nurse is further divided into 'animal care', 'medical assistant work', 'animal protection (welfare) work', and 'research and professional ethics', which are composed of 11 parent items and 45 child items. These were included as Knowledge, Skills, and Attitudes KSAs to complete the Veterinary Nurse Competency model.The National Competency Standards (NCS) unified the jobs of veterinary nurses into four categories: 'animal care', 'medical assistant work', 'animal protection (welfare) work', and 'research and professional ethics'. These categories consist of 11 parent items and 45 child items, which were included as Knowledge, Skills, and Attitudes (KSAs) to complete the Veterinary Nurse Competency model.A survey was conducted to analyze the educational needs for veterinary nurse job competency. The questionnaire was administered to veterinary nurses with more than three years of experience working in veterinary hospitals who have acquired national qualifications. A total of 100 questionnaires were used as research data. The data collected were analyzed following Cho's (2009) educational needs analysis procedure. The analysis included frequency analysis, paired sample t-test, Borich Needs formula, and The Locus for Focus Model.The study results revealed a statistically significant difference between the current level of performance and the required level of importance for Veterinary Nurse Job Competency in 34 out of 45 items, as determined by a t-test difference analysis. When categorizing the 135 items into sub-knowledge, skills, and attitudes to analyze the difference between the current and required levels, a significant difference was found in 32 knowledge items, 28 skills items, and 14 attitude items out of 74 items.The job competencies of veterinary nurses were systematically evaluated using the LFF model and Borich Needs ranking analysis. The evaluation identified 11 priority items and 6 secondary items out of the 45 items in the Veterinary Nurse Job Competency. Additionally, 20 priority items and 27 secondary items were identified out of the 135 KSA items in the job competency. These results suggest that the three methods agree on some items despite approaching them from different perspectives. This complementarity proves to be an effective methodology for strengthening the educational needs and competencies of veterinary nurses.The curriculum for strengthening job competency reflects the various needs of veterinary nurse job competency.This course enables students to acquire knowledge and skills based on a deep understanding of their field of interest, improving their overall competency. Students will develop the ability to respond effectively in practical situations by exploring and applying various problem-solving strategies. The College of Animal Health should offer a range of elective courses that cater to the needs and interests of students, while also supporting their development as future professionals. This will enhance the effectiveness of education and training, and contribute to the improvement of the quality of nursing care for veterinary nurses by providing indicators for assessment and improvement based on the National Occupational Standards (NCS).This study is the first of its kind in Korea. Further research and data collection are needed to create accurate and reliable job standards. The establishment and continuous development of the education and training system should be pursued. These efforts are expected to increase the professionalism and competency of veterinary nurses and enhance the competitiveness of the animal health care sector.This study aims to contribute significantly to the development of the animal healthcare field by standardizing the job of a veterinary nurse.
동물보건사는 환경의 변화로 인해 새롭게 생겨난 국가자격증이 있어야 하는 직업이다.동물보건사의 바람직한 실무 수준을 제시하고, 성과를 입증하기 위해 업무 활동을 규명하고, 근거에 기반을 둔 직무 표준을 개발해야 한다. 이에 따라, 본 연구는 동물보건사의 업무 활동을 규명하고 직무 표준을 개발하여 바람직한 실무 수준을 제시하고, 직무 평가의 근거를 마련하기 위해 수행되었다. 연구 결과에 기반하여 도출된 결론은 다음과 같다.첫째, 체계적인 문헌 고찰을 통해 동물보건사의 업무 활동을 조사하였다. 이후에는 동물보건사 전문가들과의 개인 면담을 진행하여 보다 깊이 있는 데이터를 수집하였다. 확인된 업무 활동을 바탕으로 직무 표준 초안을 구축하고 전문가 델파이 조사를 실시하였다. 이를 토대로 타당성을 검토하기위하여 항목별로 통계를 바탕으로 처리하여 평균, 표준편차, 내용타당도, 수렴도, 합의도 등을 분석하였다.국가직무표준 능력(National Competency Standards, NCS) 기준에 따라 동물보건사의 직무를 4개로 일원화하였다. 동물보건사의 직무를 ‘동물의 간호’, ‘진료보조 업무’, ‘동물보호(복지) 업무’, ‘연구 및 직업윤리’로 이는 더욱 세분하여 11개의 상위 항목과 45개의 하위 항목으로 구성된다. 이들은 ‘지식’, ‘기술’, ‘태도’ KSA로 포함하여 동물보건사 역량모델을 완성하였다둘째 동물보건사 직무 역량에 대한 교육요구도를 분석하기 위하여 설문조사를 실시하였다. 설문조사는 현재 동물병원에서 근무하는 3년 이상의 경력자로 국가자격을 취득한 동물보건사 대상으로 진행하였으며, 총 100부의 설문지가 연구 자료로 사용되었다. 수집된 자료는 조대연(2009)이 제안한 교육요구도 분석 절차에 따라 분석하였으며, 빈도분석, 대응표본 T 검정, Borich 요구도 공식, The Locus for Focus Model을 활용하여 분석하였다. 연구 결과, 동물보건사 직무역량의 현재 수준(수행도)과 필요 수준(중요도) 간의 T 검정 차이 분석을 통해, 45개의 항목 중 34개 항목에서 현재 수준과 필요 수준 간에 통계적으로 유의미한 차이가 나타났다. 또한, 135개의 항목을 하위 지식, 기술, 태도로 분류하여 현재 수준과 필요 수준 간의 차이 분석을 진행한 결과, 74개 항목 중 32개의 지식 항목, 28개의 기술 항목, 14개의 태도 항목에서 유의미한 차이가 나타났다.LFF 모델과 Borich 요구도 순위 분석을 통해 동물보건사의 직무역량을 체계적으로 평가했다. 이 평가 결과, 동물보건사 직무역량의 45개 항목 중 11개의 최우선 항목과 6개의 차선 항목이 도출되었다. 또한, 직무역량의 KSA 135개 항목 중 최우선 20개 항목과 차선 27개 항목이 도출되었다. 이러한 결과는 세 가지 방법이 다른 관점에서 접근하고 있음에도 일부 항목에서 일치함을 의미하며, 이러한 상호보완성은 동물보건사의 교육요구와 역량 강화에 효과적인 방법론임을 입증한다.셋째 도출된 동물보건사 직무역량의 다양한 요구도를 내용 체계 설계에 반영하여 직무역량 강화를 위한 교과목을 분석하였다.이 과정을 통해 학생들은 본인의 관심 분야에 대한 깊은 이해를 바탕으로 다양한 지식과 기술을 습득하며, 종합적인 역량을 향상 할 수 있다. 다양한 문제 해결 전략을 모색하고 적용함으로써 실무 상황에서도 효과적으로 대응할 수 있는 능력을 기르게 된다. 동물보건학 대학은 학생들의 요구와 관심 분야에 반영한 다양한 선택과목을 제공하며 이를 적극 지원하여 학생들이 미래의 전문가로 성장할 수 있게 지원해야 한다. 이를 바탕으로 교육과 훈련의 효율성을 높이며 국가직무능력표준(NCS) 기반의 평가와 개선이 가능한 지표를 제공하여 동물보건사의 간호 품질 향상에 기여할 것이다.이 연구는 국내에서 최초로 시도되었으며 정확하고 신뢰성 높은 직무 표준을 만들기 위해서는 추가적인 연구와 데이터 수집이 필요하다. 이를 통해 교육 및 훈련 시스템의 구축과 지속적인 발전을 추구해야 한다. 이러한 노력을 통해 동물보건사의 전문성과 역량을 높이고 동물 건강 관리 분야의 경쟁력을 높일 수 있을 것으로 예상된다.동물보건사의 직무 표준화를 위한 첫걸음으로서 이 연구가 동물 건강 관리 분야의 발전에 큰 기여 하기를 기대한다.
