2030년까지 전체 에너지 발전량 중 신재생에너지의 비율을 20%로 증가시키는 ‘재생에너지 3020 이행계획’에 따라 국내 신재생에너지 기반 분산전원의 비중이 커지고 있다. 또한 ‘1MW 이하의 소규모 신재생에너지 분산전원 접속보장 제도’ 시행 및 분산전원 기술의 발전에 따라 신재생에너지 기반 분산전원의 배전계통 연계신청이 증가하고 있다. 이로 인해, 배전계통의 수용률을 넘어서는 신재생에너지 분산전원 접속 지연 문제가 발생하고, 이에 대한 대책 마련이 시급하다. 또한, 배전계통 내 분산전원 접속이 증가함에 따라 분산전원 발전량이 증가하여 역조류가 발생한다. 역조류는 배전계통의 전압 규정범위를 벗어나는 과전압 및 선로 열적 허용 용량을 벗어나는 과전류의 원인이 된다. 과전압 및 과전류 문제 발생 시 분산전원 관리시스템(Distributed Energy Resources Management System, DERMS)의 유효전력 및 무효전력 제어기능을 사용하여 해결한다. 본 논문에서는 MATLAB을 통해 모의 계통 및 분산전원 관리시스템을 구현하여 배전계통을 안정적으로 운영하기 위한 시뮬레이션을 진행한다. 과전압 및 과전류 등의 계통 문제를 해결하기 위해 분산전원 관리시스템의 유/무효전력 출력제어 기능을 사용한다. 이에 본 논문에서는 최적화 기법인 혼합 정수 선형 계획법(Mixed-Integer Linear Programming, MILP)을 이용한 분산전원 출력제어 알고리즘을 제안한다. 선형화 과정에서 발생하는 오차를 보완하기 위해 전력 민감도 분석을 함께 수행하여 유효전력 출력제한을 최소화한다. 제안 알고리즘을 분산전원 관리시스템에 구축하여 모의 배전계통에서의 시뮬레이션을 통해 신재생에너지 수용률 개선 효과를 분석한다.
In accordance with the 'Renewable Energy 3020 Implementation Plan,' aiming to increase the share of renewable energy in the total energy generation to 20% by 2030, the prominence of domestic renewable energy-based distributed generation is growing. The enactment of the 'Small-Scale Renewable Energy Distributed Generation Connection Guarantee System' for systems below 1MW, coupled with advancements in distributed generation technologies, has led to a rise in connection applications for renewable energy-based distributed generation. Consequently, there is an urgent need to address the issue of delayed connections exceeding the distribution system's accommodation capacity.As the number of connections of distributed generation within the distribution system increases, the generation capacity of distributed sources also rises, leading to issues such as reverse power flow. Reverse power flow results in overvoltage and overcurrent beyond the regulatory limits of the distribution system, posing challenges to voltage regulation and exceeding the thermal capacity of transmission lines. To mitigate problems associated with overvoltage and overcurrent, the Distributed Energy Resources Management System (DERMS) utilizes active and reactive power control functions.This paper presents a simulation conducted using MATLAB to implement a virtual power system and a Distributed Energy Resources Management System to ensure stable operation of the distribution system. To address system issues such as overvoltage and overcurrent, the active and reactive power output control functions of the DERMS are employed. Accordingly, this paper proposes an optimal power control algorithm based on Mixed-Integer Linear Programming (MILP) to minimize active power output limitations, incorporating power sensitivity analysis to compensate for errors introduced during the linearization process within the optimization framework. The proposed algorithm is implemented in a distributed energy resources management system, and simulations on a virtual distribution system are performed to analyze the effectiveness of improving renewable energy integration.
