본 연구의 목적은 한국과 중국의 유학생 정책 비교를 통해 중국 유학생 정책의 문제점을 도출하고 이를 해결하기 위한 방안을 제시하는 것이다. 양국 정책사레를 수집하기 위해 문헌연구법을 이용하여 한국과 중국의 외국인 유학생 정책을 유치단계, 재학단계, 졸업단계 시기별로 나눠서 각 시기 중에 요소들을 비교분석을 하였다. 또한 대학별 구체적인 유학생 정책에 대해 연구 범위에 관해서는 지역, 경제 발전 정도, 유학생 수 등을 고려하여 한국과 중국에서 각각 3개의 대학을 중점 연구 대상으로 선정하여 정책내용을 정리하였다. 주요 분석 결과는 다음과 같다.각 시기에서 한국과 중국의 유학생 정책의 공통점과 차이점을 살펴보고 중국 외국인 유학생 정책의 문제점은 첫째, 중국대학교 홍보에 대한 정부의 정책 지원이 부족하다. 둘째, 언어교육에 대해 중국의 국가 정책은 일부 국가 장학생만을 대상으로 중시하고 있다. 셋째, 외국인 유학생을 선발할 때 구체적인 선발 기준이 부족하다. 넷째, 유학 비자의 종류 관리가 아직 완벽하지 않다. 다섯째. 유학생 장학금 지원이 부족하다. 여섯째, 영어강의 제공이 부족하다. 일곱째, 유학생 관리 업무 강화가 필요하다. 여덟째, 유학생의 합법적인 아르바이트 자격관리가 필요하다. 아홉째, 중국 대학의 질적 관리가 필요하다. 열째, 유학생 학적 관리 제도는 완비할 필요가 있다. 마지막은 학교에서는 유학생 취업지원이 부족하며, 국가에서는 유학생 취업에 다한 비자 정책 지원이 없고 취업 방향도 제한이 있다. 한국과 중국의 유학생 정책을 비교하면 중국유학생 정책의 특징은 중국 면적이 넓고 인구가 많으며 각 지역의 발전 속도가 다르기 때문에 대학마다 정책의 실행에 차이가 있다. 중국의 유학생 정책은 대부분 방향성만 있고 구체적인 실행 기준은 부족하다. 그리고 정책의 대상도 한계가 있다. 중국은 현재 유학생 수가 매우 많은 국가로서 유학생정책을 실행할 때 유학생 정책의 대상은 일부 학생이 아닌 전체 유학생을 대상으로 고려해야 한다. 반면 한국은 지리적 면적이 넓지 않고 빈부격차가 중국에 비해 크지 않기 때문에 유학생 정책에서 통일적으로 관리할 수 있고 유학생 정책의 대상도 포괄적이다. 두 나라의 유학생 정책의 대비를 통해 중국 유학생 정책이 좋은 방향으로 발전하기를 바란다. 본 논문은 기존 자료와 제한된 연구 대상 중에서 논의가 이루어졌다. 향후 연구에서는 더 많은 연구 대상을 선발하고 유학생 정책의 실태를 파악하기 위해 각 대학을 방문하여 취재 및 유학생에 대한 인터뷰를 통해 사실적이고 포괄적인 연구 자료와 근거를 얻을 수 있으면 연구 결과가 더 포괄적일 수 있는 것으로 보여 이에 대한 추후 연구가 더 심도 있게 이루어지기를 바란다.
The purpose of this research is to derive the problems of the Chinese international student policy through the comparison of the policies of international students in Korea and China and submit suggestions to solve them. In order to collect as much policy history as possible from both countries, using the literature research method, the policies of foreign students in Korea and China were divided by the attraction stage, enrollment stage, and graduation stage, and the factors were compared and analyzed. Alternatively, regarding the specific international student policy by university, three universities in Korea and China were selected as the focus research subjects in consideration of the region and economic development level. The main analysis results are as follows. In each period, we examine the commonalities and differences of international student policies in Korea and China, First, the problem of Chinese foreign student policies is that the government lacks policy support for promoting Chinese universities. Second, regarding language education, China's national policy focuses only on some national scholarship students. Third, specific selection criteria are insufficient when selecting foreign students. Fourth, the type of study abroad visa management is not perfect yet. Fifth, there is a lack of scholarship support for international students. Sixth, there is a lack of English lectures. Seventh, it is necessary to strengthen the management of international students. Eighth, it is necessary to manage the legal part-time job qualifications of international students. Ninth, qualitative management of Chinese universities is needed. Tenth, it is necessary to complete the international student management system. Lastly, there is a lack of support for employment for international students in schools, and there is no visa policy support for employment for international students in the country, and the direction of employment is limited. Comparing the policies of international students in Korea and China, the characteristics of the policy for Chinese international students differ from university to university because the area of China is large and the population is large, and the development speed of each region is different. Most of China's international student policies are directional and lack specific implementation standards. And the target of policy is also limited. China is a country with a very large number of international students, and when implementing the international student policy, the target of the international student policy should be considered for all international students, not some students. On the other hand, since Korea does not have a large geographical area and the gap between the rich and the poor is not large compared to China, it can be managed uniformly in international student policy and the target of international student policy is comprehensive. Hope that the Chinese student policy will develop in a good direction through the preparation of the two countries' international student policies. This thesis was discussed among existing data and limited research subjects. In future studies, if realistic and comprehensive research data and evidence can be obtained through interviews at each university to select more comprehensive research subjects and understand the status of international student policies, the research results will be more comprehensive.
