최근 수십 년간 글로벌 도시의 치열한 경쟁으로 인한 문화·레저·오락·관광은 구도심 역사지구 재생과 사회경제 진흥에 핵심적인 역할을 해왔다. 역사지구에서 관광산업 확장에 따른 경제 투입 증가, 관광객 과도한 유입, 원주민 유출 등 역사지구 재생에 따른 투어리스티피케이션 현상이 중요한 관심사로 떠오르고 있다. 그러나 중국은 여전히 도시화 단계이기 때문에 특수한 체제하에서 젠트리피케이션은 사회공간의 고차원적 전환의 한 부분이다. 이런 가운데 관광업은 도시재생에서 경제·사회·문화·생활양식 전환의 주요 동력이 되고 있다.중국 산둥성 중부지방인 칭저우 시내에 있는 오우유안역사지구는 칭저우시의 주요 구시가지로 국가가 정한 칭저우역사문화명성(青州歷史文化名城)의 주요 지역이다. 역사문화 자원이 풍부하지만 현(縣)급 도시인 칭저우시의 구시가지로 주목을 받지 못하다가 최근 10년간 칭저우의 구시가지 재생사업이 진행되면서 중국 고구주(古九州)와 고대 요충도시로서의 신분과 역사문화 가치가 새롭게 인식되고 있다. 하지만 도시재생사업으로 인해 오우유안역사지구의 한적한 주거 분위기가 깨지기 시작하였고, 정부 주도의 관광개발이 2013년 이후 몇 년간 급속히 유입되면서 주민 전출과 환경 변화 등 투어리스티피케이션 현상이 빚어졌다. 이에 따라 본 연구는 중국 특색의 투어리스티피케이션 현상에 주목해 그 기제와 주민인식을 파악하기 위한 것이다. 연구 목적을 달성하기 위해 역사지구의 재생, 젠트리피케이션, 투어리스티피케이션에 대한 이론적 고찰이 먼저 이루어졌다. 이를 통해 역사문화를 통해 재생사업을 진행하는 지역에서 발생하는 투어리스티피케이션 현상의 기제 해석 요소 및 영향 효과 요소를 제시함으로써 본 연구에서 기제와 주민인식에 관한 연구에 이론적 근거를 제공한다. 이를 바탕으로 오우유안역사지구 투어리스티피케이션 현상을 설명하는 자료를 광범위하게 수집하였다. 수집된 자료에는 문헌자료, 통계 자료, 신문 기사 등이 포함되어 있으며, 오우유안역사지구 재생의 이해 관계자를 현장 인터뷰하고 원주민에 대한 설문조사도 일부 진행되었다. 본 연구의 주요 내용은 두 부분으로 나뉜다. 연구의 첫 부분으로 수집한 자료를 바탕으로 오우유안역사지구의 투어리스티피케이션 과정을 소급해 과정과 현상에 대한 상세한 서술로 그 속의 구동 기제 해석과 주체적 역할을 추려내고 그 현상의 특징을 총괄하였다. 연구의 두 번째 부분은 오우유안역사지구 투어리스티피케이션 효과에 대한 주민들의 인식을 분석해 이중 부정적 인식 결과에 대한 대책 제안을 제시하였다. 분석 결과에 따르면 오우유안역사지구 정부 주도의 재생사업과 관광개발이 현지 투어리스티피케이션을 불러온 것으로 나타났다. 이런 정부 주도의 투어리스티피케이션 기제는 기존 해석에 도전하였고, 과정 특성상 특수성이 있다. 동시에 최종 결과를 짊어진 지역주민으로서 이 현상에 대한 인식은 양면적이다. 본 연구의 결론은 다음과 같다.첫째, 오우유안역사지구의 투어리스티피케이션은 2013년 초기 재생사업이 거의 완료된 이후 정부의 관광 기획과 홍보에 따라 점차 나타나기 시작하였다. 이후 관광객이 해마다 늘어 지금까지도 관광사업 판도가 확장되고 있다. 투어리스티피케이션의 주요 과정은 일부 주민을 이주시켜 역사회복, 공간재생, 토지 투자, 관광 기획 홍보 등을 통해 지역 관광지를 조성하는 것으로 물리적 공간의 빠른 갱신을 볼 수 있으며, 관광객과 투자자는 계속 늘고 있지만 주민은 계속 감소하면서 상업구조와 부동산 시장 가격이 변하고 있음을 알 수 있다. 둘째, 오우유안역사지구의 투어리스티피케이션 현상을 촉발한 발생 기제는 보통 의미인 공급과 수요 측면의 해석을 담고 있고, 정부 주도 측면의 해석을 담고 있다. 오우유안역사지구 투어리스티피케이션의 참여 주체는 정부 주도 하의 다원적 참여연대, 그중에서도 정부는 젠트리피케이션의 주도자, 개발업자 중개자는 정부의 보조자, 관광객·투자자 등 신사층은 유인 전입자, 원주민은 피동적 전출자와 참여자가 되었다. 참여 주체 연맹에서 정부가 주도적 위치를 차지하고 있는 셈이다. 이 기제 안에서 투어리스티피케이션의 공급과 수요 측면의 해석은 정부 주도로 이뤄진다. 따라서 정부 주도 측면, 공급 측면과 소비 측면의 3가지 구동 기제가 결합해 오우유안역사지구에서 발생한 투어리스티피케이션에 대해 더 잘 설명할 수 있을 것으로 판단된다. 이런 특수한 구동 기제 아래서 오우유안역사지구의 투어리스티피케이션은 이러한 일반적인 결과 특징과 달리 투어리스티피케이션 과정에서 더 많이 나타난다. 지역자료 검토를 통한 특수성은 ① 빠른 전면적 물질공간재생 및 관광 목적으로 한 물질경관 개조; ② 선출후진(先出後進) 하는 인구 대체; ③ 상업화 형식의 신속한 이식으로 나타났다. 정부 주도의 구동 기제에 대한 원인은 역사지구 자주 재생의 어려움에 시작하고 도출하였다. 직접적 원인은 지방정부의 '기업화' 행위, 구도심 재생을 통한 도시 이미지 회복, 시장 구조 변화 하의 제도 변천과 지방정부의 발전 의사 결정권으로 나타나며 간접적 원인은 체제환경에서의 경로 의존과 정책지원, 치적평가에서의 전략적 선택으로 나타난다.셋째, 지역주민들은 투어리스티피케이션 과정에서 피동적인 상황에 처했지만 투어리스티피케이션 효과에 대한 평가는 양면성을 보이고 있다. 전출주민의 경우: 정부가 이주 안치를 시행해 원주민의 빈곤퇴치 예상과 비전에 부합하고 이주 후 삶의 질과 교통 여건 등이 개선되었다. 미전출주민은 한편으로 긍정적 인식을 나타났다. 물리환경 측면에서, 거리 및 경관 환경 개선, 인프라 부분 개선; 경제환경 측면에서 지역경제 향상, 주민고용률 향상, 인재 환류; 사회환경 측면에서 지역 활력 향상, 지역 지명성과 주민 자긍심 제고, 문화생활 증대, 지역문화 보존과 전승 촉진, 문화자신감 조성; 안전환경 측면에서 서구나 선진국과 유사한 치안 문제와 사생활 침해 등이 발생하지 않았다. 또 한편 원주민들은 일반적 의미의 투어리스티피케이션 부정적 효과에 대해 '보통'에 가깝다는 부정적 평가를 내렸다. 원주민의 부정적 평가는 물리환경과 경제환경 영향이 크고 정부 주도의 교통통제 및 관광객 증가에 따른 교통 문제에 부정적 인식이 집중돼 있으며 과도한 상업화에 따른 주민 편의시설 감소, 관광객 증가에 따른 쓰레기 문제, 임대료 상승에 따른 임차인의 비자발적 이주 등도 포함하였다. 회족(回族) 주민, 직업이 관광과 무관한 주민, 주요 상가와 가까운 주민, 고령층 주민, 학력이 높은 주민이 투어리스티피케이션에 부정적인 영향을 더 많이 인식할 수 있다. 이 가운데 특히 부정적인 영향을 현저하게 감지한 주민은 회족(回族) 주민과 직업이 관광과 무관한 주민이다.또한, 본 연구는 "정부 주도"를 맹목적으로 강조하는 것이 아니라, 현재 중국의 발전 배경에서 역사지구 투어리스티피케이션이 어느 정도 부정적인 영향을 가져왔지만 정부의 제도적 장벽 제거, 요인 지원 제공, 사회적 갈등 방지 등을 확실히 필요하다. 정부 주도는 정부의 전면적인 통제를 의미할 것이 아니라 서비스형 정부의 역할에 기초해 투어리스티피케이션의 영향을 예방하거나 줄일 수 있는 방향성 정책을 보다 거시적인 관점에서 모색해야 한다. 본 연구에서 나타난 영향 요소 외에 역사지구의 생활환경과 관광사업의 지속적 발전을 보장하기 위한 정부의 공공정책 수립, 규제적 관광정책, 부동산 개발업자의 추리행위 모니터링, 주민편의시설의 조기 건립 및 유지, 역사지구 보수와 주택보장체계와의 결합, 주민참여 등보다 완벽한 노력이 요구된다.
In recent decades, culture, leisure, entertainment, and tourism due to fierce competition in global cities have played a key role in the regeneration of the old city's history district and social economy promotion. In the historical district, touristification due to regeneration of the history district, such as an increase in economic input due to the expansion of the tourism industry, excessive influx of tourists, and outflow of natives, is emerging as an important concern. However, since China is still in the urbanization stage, gentrification under a special system is a part of the high-level transformation of social space. Meanwhile, tourism is becoming a major driver of the transformation of economy, society, culture, and lifestyle in urban regeneration.Located in downtown Qingzhou, the central part of Shandong Province, China, Ouyuan History District is a major old city in Qingzhou City and is a major region of Qingzhou's historical and cultural reputation set by the state. Although it is rich in historical and cultural resources, it has not been spotlighted as an old city of Qingzhou, a prefecture-class city, but as Qingzhou's old city regeneration project has been underway over the past decade, its status and historical and cultural value as a key city in China are newly recognized. However, due to urban regeneration projects, the quiet residential atmosphere in the Ouyuan History District began to break, and the government-led tourism development rapidly flowed in for several years since 2013, resulting in touristification such as resident relocation and environmental changes.Accordingly, this study aims to understand the characteristics and residents' awareness by paying attention to the phenomenon of touristification in China. In order to achieve the research purpose, theoretical considerations on the regeneration, gentrification, and tourism of the historiy district were first made. Through this, this study provides a theoretical basis for the study of characteristics and residents' awareness by presenting mechanism interpretation and influence factors of touristification phenomenon occurring in areas where regeneration projects are carried out through history and culture. Based on this, data explaining the touristification phenomenon of the Ouyuan History District were extensively collected. The collected data included literature data, statistical data, and newspaper articles, and on-site interviews were conducted with stakeholders of the regeneration of the Ouyuan History District, and some surveys were conducted on natives.The main contents of this study are divided into two parts. Based on the data collected as the first part of the study, the process of regeneration of the Ouyuan History District was retrospectively described and the detailed description of the process and touristification phenomenon, and the characteristics of the phenomenon were overseen. The second part of the study analyzed residents' awareness of the touristification effect of the Ouyuan History District and presented countermeasures for the results of double negative perceptions. According to the analysis results, it was found that the government-led regeneration project and tourism development of the Ouyuan History District brought about local touristification. This government-led touristification mechanism has challenged the existing interpretation and has a specific characteristic due to the nature of the process. At the same time, as a local resident with the final result, the awareness of this phenomenon is two-sided. The conclusions of this study are as follows.First, touristification in the Ouyuan History District gradually began to appear according to the government's tourism planning and promotion after the initial regeneration project was almost completed in 2013. Since then, the number of tourists has increased year by year, and the tourism business is still expanding. The main process of touristification is to relocate some residents and create local tourist attractions through history recovery, space regeneration, land investment, and tourism planning promotion, and tourists and investors continue to increase, but local residents continue to decline, commercial structures and real estate market prices are changing.Second, the mechanism of occurrence that triggered the touristification phenomenon of the Ouyuan History District contains the general meaning of supply and demand, and the government-led interpretation. The participants of the Ouyuan History District touristification were government-led pluralistic participation solidarity, especially the government's gentrification leader, developer intermediaries were government assistants, tourists and investors are policy entrants, and indigenous people became passive transferors and participants. In other words, the government is taking the lead in the federation of participating subjects. Within this mechanism, the interpretation of the supply and demand aspects of touristification is led by the government. Therefore, it is believed that the combination of three driving mechanisms, government-led, supply, and demand, will be able to better explain the touristification in the historical district of Ouyuan.Under this special driving mechanism, touristification in the historical district of Ouyuan appears more in the touristification process, unlike these general outcome features. The specificity through review of local data was found to be a rapid transplant of the material space and the material landscape for tourism purposes; Preemptive population substitution; rapid transplantation in the form of commercialization. The cause of the government-led driving mechanism was derived from the difficulty of Self-regeneration of historical districts. Direct causes are local government's "corporation" behavior, urban image recovery through urban regeneration, system change under market structure change, and local government's decision-making power, and indirect causes are path dependence in the system environment, policy support, and strategic choice in performance evaluation.Third, local residents were in an passive situation in the process of touristification, but the evaluation of the touristification effect showed two sides. In the case of migrants: The government implemented migration settlement to meet the expectations and visions of aboriginal people to fight poverty, and the quality of life and transportation conditions improved after migration. On the one hand, residents who did not move out showed a positive perception. In terms of physical environment, street and landscape environment, infrastructure improvement, local economy improvement, resident employment rate, talent return, local vitality in terms of social environment, increased local reputation and residents' pride, cultural life, and cultural confidence. On the other hand, natives are giving a negative assessment that the negative effect of touristification in the general sense is close to "normal." The negative evaluation of the Aboriginal people is more obvious in terms of material and economic impact, and negative perceptions are concentrated on government-led traffic control and traffic problems caused by increased tourists, garbage problems caused by increased tourists, and involuntary migration of tenants. Hui residents, residents whose jobs are not related to tourism, residents close to major shopping streets, elderly residents, and highly educated residents can be more aware of the negative impact on touristification. Among them, especially those who noticeably sensed negative effects are Hui residents and residents whose jobs are unrelated to tourism.In addition, this study does not blindly emphasize "government-led," but it is necessary to eliminate institutional barriers, provide factor support, and prevent social conflicts, although touristification in historical districts has had some negative impact on China's current development background. Government-led should not mean full control of the government, but seek directional policies from a more macroscopic perspective to prevent or reduce the impact of tourism based on the role of a service-type government. In addition to the influencing factors shown in this study, the government's public policy establishment, regulatory tourism policy, monitoring of real estate developers' reasoning activities, early construction and maintenance of convenience facilities, and resident participation are required.
