Along with society and economy further developed, the income ofresidents has increased and consumption has begun to expandcorrespondingly. During this process, the integrated commercial facilitieshas kept developing. In order to provide smooth service to varioususers, it is necessary to provide services using universal designprinciples. The application of this universal design principle is notlimited to facilities or products, but is also applicable to integratedcommercial facilities that require the use of public space forconsumers. For integrated commercial facilities that have actually beenprovided, universal design principles can be used for evaluation. Therefore, the purpose of this study was to develop a universal designassessment indicator for a comprehensive commercial facility based ona universal design principle to assess whether it would provide spacefor a comprehensive commercial facility. In order to complete this research, based on relevant domestic andInternational standards and research, we have obtained universal designevaluation indicators for universal design and comprehensive commercialfacilities, and set universal design evaluation indicators for integratedcommercial facilities. The set evaluation indicators are composed of theuniversal design related experts of the integrated commercial facilitiesand the actual users collectively, and the content rationality is verifiedby the Delphi survey. Through the Delphi survey, it can be found thatif only the expert opinions are sought to develop the evaluationindicators, the accuracy of the universal design analysis of thecomprehensive commercial facilities accepted by the users may beinsufficient. Therefore, when developing universal design evaluationindicators for comprehensive commercial facilities suitable for universaldesign principles, we not only hope to seek the opinions of the expertgroups, but also hope to improve the integrity of the research bycollecting opinions of the direct user groups on the evaluationindicators. The verified evaluation indicators verified the reasonableness andcredibility of the evaluation indicators through a questionnaire surveyof 415 people across the country. The correctness and reliability of theevaluation indicators were verified. The "universal Design Evaluation Index for Integrated CommercialFacilities", which was finally developed using the universal designprinciple, includes "approaching space, entering space, moving space, sanitary space, rest space, symbol system", six evaluation areas andspaces, and "ground entrances and exits, walking. Roads, parking lots, main entrances and exits, universal access, halls, universal access andcorridors, indoor access, ramps, stairs, elevators, escalators, toilets,multi-purpose toilets, nursing rooms, rest areas, drinking tables, maternity breaks Room, guidance facility, alarm and evacuationfacilities" 20 evaluation items, composed of a total of 65 evaluationcontents. The contents of the 65 evaluations set the applicableelements according to the characteristics of the evaluation indicators inthe universal design, universality, convenience, cognition, safety, andeconomy. In this study, the universal Design Evaluation Index for IntegratedCommercial Facilities using the universal design principle enables theuniversal design of the integrated commercial facilities to be evaluatedin different areas and spaces of the integrated commercial facilities. .This is different from the universal design evaluation indicators ofexisting integrated commercial facilities, and has the meaning ofmulti-dimensional evaluation rather than a single level of universalevaluation. Moreover, the evaluation indicators developed in this studyare not accurate data to assess the universal design of integratedcommercial facilities. The evaluation of the generic design of integratedcommercial facilities in this study was designed to understand whetheruniversal design is providing the most satisfactory service to a varietyof users. Therefore, the actual findings from the evaluation indicatorsdeveloped on this study can be used to understand the universal designlevel of integrated commercial facilities. The evaluation criteria for theevaluation indicators developed in this study should not be based solelyon the numerical results of the universal design of the integratedcommercial facility, but should be based on the value of the universaldesign of the integrated commercial facility provided for differentusers. On the other hand, the five universal design application elementsinvolved in the 65 assessments developed in this study enableintegrated commercial facilities to be evaluated through the applicationof the core principle of “universal design”. This will enable people tounderstand the universal design of integrated commercial facilitiesthrough their respective universal design elements. The study went through a series of research processes to developassessment indicators that assess the universal design of integratedcommercial facilities. Although it is difficult to evaluate thecomprehensive commercial facilities from the micro level from thecharacteristics of the "universal" evaluation content. However, giventhe current social and environmental impact factors surroundingintegrated commercial facilities and the role of integrated commercialfacilities, and the need to pursue universal value, the evaluationindicators developed on this study can be fully evaluated from a macroperspective on the universal design of integrated commercial facilities.
