The amendment of the Act on External Audit of Stock Companies (the External Audit Act) in 2013 made it imperative for corporations to submit their financial statements before the audit to external auditors six weeks before the general shareholders' meeting; and to submit them to the Securities and Futures Commission. This study measured the disparity in net income between the pre-audit financial statements submitted 6 weeks ago and the post-audit financial statements disclosed through the business report; and used it as a measure of the firm’s financial reporting competency to make an empirical analysis of the effect of accounting personnel quality on financial reporting competency. It is expected that the difference in net profit before and after the audit will diminish if the enterprise has outstanding attributes of accounting personnel; when the modification of the External Audit Act has eradicated proxy preparation of financial statements to build up the company's obligation to prepare financial statements.Thus, the study got pre-audit financial statements of non-financial entities listed on the securities market from 2015 to 2017; and made an empirical analysis using 1,525 enterprise-year data. The empirical analysis is as follows: first, the more the sum of accounting personnel and the more the experience, the more meaningful the discrepancy in net profit before and after the audit dwindle. Second, it is highly likely that relatively large enterprises may have distinguished accounting personnel. Our looking at the relevance of the difference between the internal accounting faculty and the net profit before and after the audit by volume, the more internal accounting personnel a comparatively large business has, the more important the difference between the net profit before and after the audit shrink; whereas the contrast in net profit before and after the audit swelled significantly if the company had a certified public accountant among its internal accounting personnel. The more the number and experience of internal accounting personnel, relatively small businesses with a certified public accountant among the accounting personnel have, the more substantial the diversity in net income before and after the audit decreased. It is likely to be the auditor-client disagreement for the intricacy of the business, not a lack of financial reporting competency that relatively small companies with an accounting expert have a positive effect on financial reporting competency; but relatively large companies with an accounting expert ballooned a variation in net income before and after the audit. Third, the results of looking at the relationship of the difference between internal accounting personnel and net profit before and after audit in a rigorous audit environment, demonstrate that only those in the accounting department among the internal accounting personnel had a greater effect of cutting down the contrast in net profit before and after audit. Fourth, high complexity related to preparing financial statements may cause differences in net income before and after the audit. As a result, it partially confirmed that the higher the number and experience of the internal accounting personnel, the more the distinction in net income before and after the audit decrease, to look into the relevance of the disparity between the internal accounting personnel and the net income before and after the audit by splitting them into samples with similar complexity related to preparing financial statements.Previous studies used the opinions of managers as settlement net income reported through the disclosure of changes in profit-and-loss structure, an item of occasional disclosure in measuring the discrepancy between net income before and after the audit. But this is the data disclosed when annual sales, operating profit or loss, and net profit or loss in the settlement of the last business year increase or decrease by over 30% (15% or more with large corporations) compared to the previous business year. Therefore, the magnitude of this study is to generalize the results of the existing prior research in that we got and analyzed pre-audit financial statements submitted to the auditor six weeks before the regular shareholders' meeting and to the Securities and Futures Commission with the revision of the External Audit Act. In addition, the study expanded prior research by controlling all factors that caused differences in net income before and after audits in terms of managers, auditors, and differences in views on interpretation of accounting standards under principle-based accounting; and by analysing them in terms of financial reporting competency.The limitation of this study is that some factors that affect the diversity in net income before and after the audit are not included in the control variable.
2013년 주식회사의 외부감사에 관한 법률(이하 외감법) 개정으로 기업은 감사 전 재무제표를 정기주주총회 6주 전에 외부감사인에게 제출함과 동시에 증권선물위원회에도 제출하도록 의무화되었다. 이에 본 연구에서는 6주 전 제출한 감사 전 재무제표와 사업보고서를 통해 공시되는 감사 후 재무제표의 당기순이익 차이를 측정하여 이를 기업의 재무제표 작성능력의 측정치로 활용하여 사내 회계 인력의 특성이 재무제표 작성능력에 미치는 영향을 실증분석하였다. 외감법 개정으로 재무제표 대리작성이 근절되어 기업의 재무제표 작성책임이 강화된 시점에 사내 회계 인력의 특성이 우수한 기업이라면 감사 전·후 당기순이익의 차이는 감소할 것으로 기대한다.이에 본 연구에서는 2015년부터 2017년까지의 유가증권시장에 상장된 비금융업에 속하는 기업의 감사 전 재무제표를 입수하여 1,525개 기업-연도 자료를 이용하여 실증분석하였다.실증분석 결과, 첫째, 사내 회계 인력의 수가 많고, 경력이 높을수록 감사 전·후 당기순이익의 차이는 유의하게 감소하였다. 둘째, 상대적으로 기업규모가 큰 기업에서는 우수한 사내 회계 인력을 갖추고 있을 가능성이 존재한다. 이에 규모별로 사내 회계 인력과 감사 전·후 당기순이익의 차이의 관련성을 살펴본 결과에서는 상대적으로 규모가 큰 기업에서는 사내 회계 인력의 수가 많을수록 감사 전·후 당기순이익 차이가 유의하게 감소하였지만, 사내 회계 인력 중 공인회계사를 보유하고 있으면 오히려 감사 전·후 당기순이익 차이가 유의하게 증가하였다. 반면에 상대적으로 규모가 작은 기업에서는 사내 회계 인력의 수와 경력이 많을수록, 그리고 사내 회계 인력 중 공인회계사를 보유하고 있으면 감사 전·후 당기순이익 차이가 유의하게 감소하였다. 이 결과는 상대적으로 규모가 작은 기업에서는 회계전문가를 보유하고 있는 것이 재무제표 작성능력 측면에서 긍정적인 영향을 주고 있지만, 상대적으로 규모가 큰 기업에서는 회계전문가를 보유하고 있으면 감사 전·후 당기순이익 차이를 증가시킨다는 결과는 재무제표 작성능력의 부족이 아닌 사업의 복잡성 등으로 인한 경영자-감사인간 의견불일치로 보인다. 셋째, 엄격한 감사환경에서 사내 회계 인력과 감사 전·후 당기순이익의 차이의 관련성을 살펴본 결과에서는 사내 회계 인력 중 회계처리부서 인력에서만 감사 전·후 당기순이익의 차이를 감소시키는 효과가 더 크게 나타남을 발견하였다. 넷째, 재무제표 작성 관련 복잡성이 높다면 감사 전·후 당기순이익 차이가 발생할 수 있다. 이에 재무제표 작성 관련 복잡성이 유사한 표본으로 구분하여 사내 회계 인력과 감사 전·후 당기순이익 차이의 관련성을 살펴본 결과에서도 사내 회계 인력의 수와 경력이 높을수록 감사 전·후 당기순이익 차이를 감소시키는 것을 부분적으로 확인하였다.기존의 선행연구에서는 감사 전·후 당기순이익의 차이를 측정하는 과정에서 경영자의 의견에 대해 수시공시 항목인 손익구조변경공시를 통해 보고되는 결산 당기순이익으로 사용하였지만, 이는 최근 사업연도 결산 결과 매출액, 영업손익, 당기순손익이 직전 사업연도 대비 30%(대규모법인의 경우 15%이상)이상 증가 혹은 감소한 때 공시를 하는 자료이다. 이에 본 연구에서는 외감법 개정으로 정기주주총회 6주 전 감사인에게 감사 전 재무제표 제출함과 동시에 증권선물위원회에도 제출한 감사 전 재무제표를 입수하여 분석하였다는 점에서 기존 선행연구 결과를 일반화시켰다는 점에서 의의가 있다. 또한, 본 연구에서는 경영자의 측면, 감사인의 측면, 원칙중심회계 하에서 회계기준 해석에 대한 견해 차이 등에서 감사 전·후 당기순이익의 차이를 발생시키는 요인을 모두 통제하고 이를 재무제표 작성능력 측면에서 분석을 수행하여 선행연구를 확장하였다.본 연구의 한계점은 다음과 같다. 감사 전·후 당기순이익의 차이에 영향을 미치는 요인 중에서 통제변수에 포함되지 않은 요인이 있을 수 있다는 점은 본 연구의 한계점으로 존재한다.
