본 연구는 한국의 평생학습도시 선정 및 평가 지표와 중국의 평생학습도시 추진 및 평가 지표를 비교하기 위해 한국의 평생학습도시 및 특성화 평가 지표와 중국의 학습도시 모니터링 평가 지표를 선택하였다. 양국의 평생학습도시 선정 및 평가를 비교하기 위해 사례연구, 문헌연구, 비교연구 연구방법을 사용하였다. 양국의 평생학습도시 선정 및 평가를 비교하기 위해 한국과 중국의 학술지 논문 및 학위논문, 정책문서, 연구보고서, 다양한 계획, 인터넷 자료를 수집하여 연구를 진행하였다. 연구 문제에 따라 한국의 평생학습도시 선정 및 평가지표를 살펴보고 중국의 학습도시 모니터링 평가의 추진과정과 평가 지표를 분석하였다. 양국의 평가 지표의 공통점과 차이점을 다양한 사례를 통해 규명하였다. 연구결과, 한국은 평생학습도시 및 특성화 사업의 선정 절차와 지표가 있었고, 중국은 추진 절차와 지표가 있었다. 양국의 평가 지표는 공통점이 많았지만, 사업 추진 수행과 성과방면에서 차이점이 많았다. 비교 분석을 통해 양국의 학습도시 발전을 위한 시사점을 도출하였다. 한국은 평생학습도시에 대한 홍보가 필요하고 평가지표에서 학습조직 구축과 지속 가능한 도시 개발 요소를 추가해야 한다. 또한 양적 측정요소를 평가 지표에 추가하면 더 발전할 수 있을 것이다. 중국은 평생학습도시에 대한 전문적인 예산이 필요하며, 평생교육 관련법과 조례 제정이 필요하다.
This study selected Korea lifelong learning city’s evaluation indicator and China learning city monitoring evaluation indicator to compare with both of them. Case studies, literature studies, and comparative research methods were used to compare with evaluation indicator of lifelong learning cities in both countries. In order to compare between both countries’ the evaluation indicator of lifelong learning cities, collected research articles and dissertations, policy documents, research reports, various plans and internet data from Korea and China were used. In this study, the evaluation indicators of lifelong learning cities in Korea and the process and evaluation indicators of learning cities in China were analyzed. The similarities and differences between the two indicators in various cases were identified. As a result of the study, there were procedures and indicators for lifelong learning cities in Korea, and China had promotion procedures and indicators. Although the evaluation indicators of both countries had lots of commons, there were many differences between performances of the project and achievements. Through comparative analysis, implications for development of learning cities in both countries were derived. Korea needs publicities for lifelong learning cities, and it needs to add learning organization building and sustainable urban development elements in the evaluation indicator. It would also be possible to develop further by adding quantitative elements to the metrics. China needs a professional budget for lifelong learning cities, and it is necessary to enact lifelong education laws and ordinances.
