전 세계적으로 의학기술의 발달과 생활수준의 향상, 출산율의 저하로 인해 전체 인구 대비 노령인구의 비중이 증가하고 있다. 한국의 경우 2017년 이미 고령국가의 반열에 들어섰을 정도로 가장 빨리 고령화가 진행된 국가 중 하나이며, 앞으로 10년 내에 초고령 국가로 분류될 전망이다. 이러한 빠른 고령화 속도에 우려의 시각을 보이는 입장에서는 경제활동인구 규모의 축소와 함께 노년부양비와 노령화 지수의 상승, 노동생산성의 변화에 대한 인구정책과 장년 인구의 사회경제적 활동에 적극적으로 참여할 기회를 만들 수 있도록 하는 방안을 강구하고 있다. 본 연구는 오랫동안 사회의 고령화 문제에 대해 인지하고 대책을 고민해 온 유럽 국가 중 영국과 스페인의 정책 사례와 한국의 사례를 비교하고 그 시사점을 탐색하여 여러 층위의 문제점들에 대한 해결책을 모색하는 방안의 기초를 마련하는 데 목적이 있다. 이를 위해 장년층 대상 고용서비스 관련 정책의 현황에 대한 선행연구를 검토하고, 최대유사체계분석기법(MSSD)을 활용한 각 변수에 따른 정책 기조와 운영방향의 비교분석을 중심으로 진행되었다. 연구의 결과와 시사점은 다음과 같다. 첫째, 장년층의 노동시장 상황 파악, 수요조사부터 컨설팅, 직업훈련, 창업지원, 기업지원 등의 원스톱 총괄기구가 필요하다.둘째, 고용지원서비스에 대한 장년 근로자의 접근성을 향상시킬 필요가 있다. 셋째, 장년층 내의 교육수준과 숙련도에 따른 정책의 세분화가 필요하다. 넷째, 취업과 교육훈련의 성과에 대한 장기적 비전도 고려할 필요가 있다. 다섯째, 고용복지플러스센터, 일자리 센터 등의 고용서비스 기관 직원들에 대한 효율화 작업이 필요하다. 마지막으로 장년층을 겨냥한 공공 고용서비스가 제대로 작동하기 위해서는 사회적 합의에 의한 정년 연장, 연금 문제, 그리고 고용시장의 수요와 공급 조절이 유기적으로 연결되는 것이 필수적 조건으로 전제되어야 한다. 그리고 노동시장에 존재하는 장년 근로자들에 대한 편견을 완화하고 함께 일할 수 있는 사회적 분위기를 조성하는 것도 필요하다. 향후에는 고학력자의 비중이 높아지고, 다양한 경력을 가진 장년 인구가 증가할 것이므로 수요자의 요구에 맞춘 프로그램 콘텐츠의 개발이 필요하다. 그리고 각국의 노동·고용서비스 관련 정책을 평가·비교할 수 있는 인덱스(index) 체계의 연구도 제안한다.
The proportion of elderly people in the total population is increasing due to the development of medical technology, improvements in living standards, and declining birth rates worldwide. Korea is one of the world’s most rapidly ageing countries, having already been categorised as an ‘aged’ country since 2017, and is expected to be classified as a ‘super-aged’ country within 10 years.Scholars and government officials are concerned about the consequent reduction in the size of the economically active population, as well as the rise of the aging population, while changes in labour productivity have also been a concern. Accordingly, they are now seeking to create opportunities to actively engage in population policies and socioeconomic activities designed for mature workers in preparation for the rapid ageing of the population. However, it is difficult to make horizontal comparisons, due to the fact that preceding studies on the issue have only dealt with countries that are already classified as ‘super-aged’, such as the United States, Japan, and Germany, or nations that have varying economic sizes and structures. In this context, this study aims to assess the implications of developing employment services for older workers in Korea using empirical cases involving European countries with similar populations and economic situations. As a foundation of the research, the study explored the implications of Europe’s aged countries, which have long been aware of the onset of an aging society and have tried to cope with the effects.The study was designed based on comparative analysis of policy trends, according to each variable used in existing research on the status of employment service policies for the elderly, as well as the Most Similar Systems Design (MSSD).The results and implications of the study are as follows:First, a one-stop control tower is needed . This could involve gaining a better understanding of the labour market situation of the elderly, conducting a demand survey, providing job training and start-up support, or providing improved levels of support for employers.Second, the accessibility of employment support services for mature workers needs to be improved.Third, it is necessary to subdivide policies for the elderly according to their education and proficiency levels.Fourth, the long-term goals of employment, education, and training need to be considered.Fifth, the efficiency of employment services agencies, such as the Employment Welfare Plus Centres and Job Centres, need to be improved.Finally, in order for public employment services to function properly for mature workers, it is essential that social agreements are reached to extend the retirement age, tackle the pension problem, and control supply and demand within the employment market. It is also necessary to create a social atmosphere that can help alleviate prejudice against older workers in the labour market and enable different generations to work together successfully.In the future, the proportion of both highly educated people and the number of older workers with a diverse range of experiences will increase. Therefore, it is necessary to develop the contents of the programmes required to meet the various needs of those workers. The study also suggests an index system that can evaluate and compare policies related to labour and employment services in each of the countries studied.
