Under the double pressures of oil energy shortage and environmental pollution, all of the develop countries in the world choose electric cars as an important development direction in the auto industry. Electric cars also is an emerging industries in our country. Many scholars have some studied about how to develop electric cars at now. Countries also issued relevant support policy, But at the present stage, the market sales situation of small pure electric cars is not deal, consumers don't have enough purchase enthusiasm. In order to find out the reason of the slow development of small electric cars, In this paper, from the perspective of consumers, focus on the reason of purchase intention make a deeper analysis , try to find the influence factors of purchase intention. We selected 150 questionnaire from Changsha and Shanghai two cities, use smart pls 2.0 make the calculation and analysis. Base on this analysis ,we can get some result:1.Functional from small electric cars have a significant effects for purchase intention in changsha but don’t have a significant effects for purchase intention ins hanghai;2.Economics from small electric cars have a significant effects for purchase intention in changsha but don’t have a significant effects for purchase intention in shanghai.3.safety don’t have a significant effects for purchase intention in changsha and shanghai.4.Social image from small electric cars from small electric cars have a significant effects for purchase intention in changsha and shanghai.6.Altruism from small electric cars have a significant effects for purchase intention in shanghai but don't have a significant effects for purchase intention in changsha.5.The central policy and local policy from small electric cars don’t have a significant effects for purchase intention in changsha and shanghai.
