After China's reform and opening, Foreign Direct Investment(FDI) continued to increase and promoted the rapid economic growth. Due to the favorable geographical location, coastal areas obtain rapid economic development. The coastal area has three economic circles: Yangtze River Delta economic circle, the Pearl River Delta economic circle, and the Bohai economic circle. Yangtze River Delta economic circle now has become China's largest economic zone. Zhou Shan Archipelago New Area is among the Yangtze River Delta economic circle. Zhou Shan archipelago is located in the center area of the midpoint of the Western Pacific and East Asia Pacific Rim economic zone. Located in the China's coastal areas, "a vertical" development and along the river junction, "a horizontal" development strategy, the Yangtze River basin serves as the world's main maritime gateway.The abundant water resources of Zhou Shan Archipelago New Area, the very good condition of port construction, the good shelter and anchorage conditions of the ship made the Zhou Shan archipelago suitable for the development of Hong Kong’s total coastline of 280km deep-water and has become the reason why a number of international waterway wear through the area. Due to the Marine biological resource-rich Buddhist culture, marine culture heritage, unique and rich tourism resources, China has become the focus of regional marine tourism and the National Tourism comprehensive reform pilot city. After the opening of Zhou Shan, the economy’s rapid growth is maintained and in the city’s GDP costs reached 102.166 billion yuan in 2014, an increase of 9.8% over the previous year. Per capita GDP amounted 89,306 yuan, about $ 14,538, an increase of 9.9%. The city's total annual imports and exports was recorded to be 12.335 billion US dollars, 2.7% lower than the previous year. Among them are the total imports of $ 6.559 billion, an increase of 8.9%; exports 5.776 billion US dollars, a decrease of 13.2%. This also include the newly approved 14 foreign-invested enterprises, a total investment of 2.615 billion US dollars of contracted foreign capital amount of $ 1.075 billion, an increase of 4.8 times over the previous year; and the actual use of foreign investment $ 200 million, a decrease of 4.6%. But there exist some problems of Zhou Shan Archipelago New Area in the development process as follows: a more moderate investment growth, and investment facing difficulties. The situation of advantage resources prone to the ship-building industry and port, and the status for heavy chemical industry of the two industries is very clear, investment and industrial output value to the excessive concentration of minorities is not conducive to regional economic stability and sustainable development. The growth of new emerging industry is still significantly slow and has not yet formed a clear competitive advantage. Mining insufficiency is the core problem as the aspect of using resources, particularly for port shoreline resources, the situation of “deep water with a shallow, excellent line idle" still widely exists. Zhou Shan Archipelago New Area is the fourth national New Areas, which is also the first new national Area which focus on marine economy. Its mission is to push forward the development of marine economy and innovate the development model of oceans and islands. Zhou Shan Archipelago New Area is also one of the “One Belt and one Road” 15 key layout ports which is not only the important coastal node Maritime Silk Road city, but also in the framework of the Maritime Silk Road of the 21st century. The Silk Road countries strengthen economic, cultural cooperation and exchange, to launch a new round of opening up. Premier Li Keqiang made it clear to make full use of its location, the comprehensive advantages of coastline and shipping, at the same time, to construct transport service center. Zhou Shan should give full play to the location, resources and the existing condition of income service, as well as to improve intermodal transportation system, deepen the Yangtze River Economic Belt and docking Maritime Silk Road of the 21st century, Zhou Shan should also exert more effort to develop the Yangtze River economic belt act as a "finishing touch" of the strategic support role, so as to better serve the country's overall development. Zhou Shan City should take advantage of their own favorable geographical location and abundant resources. The city should give full play to its own as the first marine national economy theme new key layout and construction all the way along the port city. There is also need to improve the collection and distribution system and deepen the Yangtze River Economic Belt and connect the Maritime Silk Road of the 21st century. Furthermore, there should be an expansion of openness along with the strengthening of the introduction of foreign capital to maintain and sustain the rapid economic development.
