This article takes some scientific analysis on the privatization process in the global field, especially in China, where there have been some twists and turns in the process of privatization of public services, which is closely related to the country's social system, people's acceptance degree, the government's functions and a lot of factors. Why it is delayed to be carried out in some areas? Why it meet the failure in some respects? What is the mainly problems in the root? On these issues, the purpose of this study is to evaluate the strategy which Chinese government have adopted in the privatization of public services, the results which have been seen, and how to solve the main problems the government faces. The literature research and case study are used as the study methods. Western countries, as the pioneer of the privatization, began the wave called new public 0management reform movement, to change the functions of public sectors, to abandon the bureaucratic system, to learn some experience from market and private sectors, and take the privatization of public services as the main direction of reform.The so-called privatization of public services means that the government sighed contracts or agreements with private companies or other organizations, by allowing the enterprise or organization to provide public services which was provided by government in past. It stressed the separation the producer and providers in the supply of public service for government. The introduction of the mechanism of market competition will break the boundaries of the public and private sectors, change the previous form of direct supply of government into others through a variety of ways, or commitment by the two together.In China, since the reform of government institutions in 1982, although the concept of privatization of public services has not been formally proposed, in fact the privatization of public services has gradually implemented. Especially since 1998, most of the sectors which are mark. All of these attracted attention of scholars from in and over sea, who have done numerous analysis and research, which we can draw a lot of content. et-based operation separated from the government agency sequence. In this article, two typical examples of privatization of public service in China are enumerated and selective analyzed, that are public health care and public transport, which are tightly connected with public lives. The privatization process of these two met difficulties and even set back on some districts. Combined with the facts and practice, and with the criteria of whether the public interests have been satisfied and implemented to review the privatization of our government's public service reform, the problems are attributed into six main aspects, such as economic loss, lack of social responsibility and so on. And through these cases, we can find a proper way to go on the privatization of public services in China.The speeding up of the urbanization process in China requires high-level demands of public utilities. In order to increase financing channels, and complement the shortcoming of Government's investment in public utilities, the participant of private enterprise in public utilities has become an irresistible trend. Government should strength the study on market access at public utilities, public goods pricing, universal service and an appropriate compensation, to provide a fair competition environment and coordinate the commercial and social principles in the provision of utility products, thus to build a suitable regulation system for privatization of public services.
중국의 도시화 및 산업화가 가속적으로 발달함에 따라 사회 전반적으로 공공서비스에 대한 국민들의 요구가 급증하였으나 정부의 재정만으로 이를 충당하는 것은 점차 어려워졌다. 이에 대한 대안으로 주목받고 있는 것이 바로 민간조직에게 공공서비스의 생산과 공급을 맡기는 민영화이다. 정부는 공공서비스의 투자부족을 해결하기 위해서 민간조직을 공공서비스의 생산과 공급 과정에 참여시킴으로써 공공서비스의 효율적인 생산과 공급을 달성하고자 하는 것이다. 이러한 민영화는 이제 시대적 흐름이 되었다.공공서비스 민영화란 정부가 정부 외의 사적 영역 즉, 기업이나 시민단체, 학교 등과 같은 비정부 조직과의 계약을 통해 과거에 정부가 제공했던 공공서비스를 그들에게 이양하는 것을 의미한다. 민영화는 공공서비스의 공급과정에서 생산자와 공급자를 분리하고, 시장 메커니즘을 공공서비스 조직에 도입하여 운영하는 것이다. 이는 과거의 단편적이고 정부주도적이었던 공-사 협력체제의 한계를 극복하고, 공공서비스를 다양한 경로를 통해 생산ㆍ제공함으로써 보다 효율적인 공공서비스의 생산 및 공급을 제고할 수 있다. 70년대부터 서구에서는 이미 대규모의 신공공관리적 개혁이 이루어져 왔고, 이로 인해 공공부문의 기능은 크게 변화하였다. 다시 말해서, 시장과 제조업 부문의 경험을 토대로 관료제를 벗어나 민영화를 개혁의 중점 방향으로 설정하였다.중국 역시 지난 1982년 감행된 중국 정부의 대대적인 정부조직의 개편 당시부터 사실상 공공서비스의 민영화가 보편적으로 실시되고 있는 상황이었다. 특히 1998년부터 시장원리에 부합되는 기능을 수행하던 많은 공공부문들이 정부의 관리 및 통제에서 벗어나기 시작했다. 그렇다면 특정 분야에서 지금까지 민영화를 실시하지 않은 이유는 무엇인가? 그리고 민영화의 실패요인은 어디에서 기인하는가? 그 해결책은 무엇인가? 등의 문제에 대해서 본 논문에서는 중국 정부가 민영화 과정에서 실시한 여러 가지 정책과 현재까지 달성한 결과를 진단하고 중국의 공공서비스 민영화에 내재된 근본적인 문제점과 현안과제를 해결할 수 있는 정책적 제안을 제시하고자 하였다.아래에서는 국민들의 일상생활과 밀접한 관계를 맺고 있는 두 가지의 공공서비스 분야인 보건의료서비스와 대중교통서비스에 초점을 두고 분석을 진행하였다. 먼저, 실제 사례를 선정하여 민영화의 과정과 결과가 공공서비스에 대한 만족도 향상과 공익의 실현에 어떠한 영향을 초래했는지를 중심으로 중국의 공공서비스 민영화에 대한 개혁의 성과를 평가하였다. 이러한 평가결과를 바탕으로 현존하는 민영화의 문제점을 6가지로 분류하여 지적하였다. 구체적으로 중국의 보건의료서비스와 대중교통서비스의 민영화로 인해 나타난 문제점으로는 경제적 손실, 형평성 문제, 정부조직의 사회적 책임성 부재, 독점과 부패 발생, 서비스 공급의 불안정성, 운영ㆍ관리에 관한 정보 부족 문제 등이 도출되었다. 이를 해결하기 위해 본 글에서는 민영화에 대한 개념의 재정립, 규제제도의 보완, 경쟁시스템의 활성화, 법률체계 재정비, 민간-공공조직의 대화창구 역할을 수행할 사회적 공동체 형성, 정책의 지속성과 예측성 확보 등을 제시하였다. 이를 통해 중국의 공공서비스 제공에 있어서 상업화와 사회화의 원칙을 조정할 수 있으며, 보다 적합한 공공서비스 민영화에 관한 행정체제를 확립할 수 있다.
