In this study, we investigated the present situation and problems of the promulgation of the Superintendent of Education by using the precedent study on the pledge, 2014 's educational promise status and the budget analysis of the elected candidates. When analyzing the promise of the education superintendent, I used the standard of recognition, feasibility, differentiation and commitment positioning. As a result of this study, publicity about education promise of education department is insufficient and awareness is low, but interest of education of local residents is very high. The pledges made by the civilian superintendents showed that the subjects such as safety, education gaps and public education strengthened were big, so that there was not much difference and commitment positioning was similar. The implementation rate of the education department was high in terms of the budget execution ratio, and pre - evaluation activities and post - evaluation activities of the education department promulgated actively. Especially, when the interest and promotion system of the superintendent are fulfilled, these features should be taken into consideration to make sure that the preliminary efforts to establish the commitment of the Superintendent of Education and the ideological tendency of the superintendent during the development of the Superintendent Commitment are reflected too much. And that a cooperative governance system should be established for the promotion of post - sessional promises and the effective implementation of the CST, and that a sophisticated model to evaluate the Covenant commitment should be developed.
