In order to improve the efficiency of connecting the power spot market within the province and the inter-provincial operating reserve market, a day-ahead spot market clearing mechanism considering regional operating reserve market transactions was studied and proposed. Different from the traditional trading mode, the regional operation reserve market will be organized preferentially, and the result will be used as the clearing boundary of the power spot market in each province. The capacity and cost of provincial power grid operation backup trading will be evaluated, and the results will be used to develop the declaration strategy of regional operation backup market. According to the declared operational reserve transaction demand of each provincial power grid, the centralized clearing mode will be used to determine the operational reserve transaction results of the regional market. The spot market clearing model of power grid in each province will be constructed based on the trading results of regional operational reserve markets. Finally, an example will be constructed based on a regional electricity market in China. The numerical results show that the proposed method can improve the overall operation efficiency of the regional power market by more than 5% and maximize the mutual function of the standby resources of the power grid operation in each province.
