이 연구는 운동정치와 제도정치에 기반한 남북한 교류협력의 역사를 통해 로컬리티에 기반한 교류협력 방안을 살펴보았다. 남북한 사회문화 교류의 역사에서 사회운동단체가 주도한 운동정치는 정부와의 끊임없는 갈등을 촉발했지만 정부 당국의 독점이 아닌 민간영역의 참여를 가능케 했다. 김대중정부 출범 이후 민간의 참여를 보장하고 문재인 정부에서는 지방정부와 NGO를 교류협력의 파트너로 공식화했다. 이러한 진전에도 불구하고 운동정치에 비해 민간영역의 주도성은 약화되고, 정부정책의 변화에 따른 영향은 더 커지고 있다. 이에 본 연구에서는 지방정부와 NGO의 역할을 제고하는 방안으로 도시 정체성에 기반한 교류협력 방안의 모색을 제언했다. 광주는 5・18민주화운동으로 상징되는 도시 정체성으로부터 민주・인권의 도시로 알려져 있다. 광주의 로컬리티를 반영한 남북 교류협력 사업은 결과적으로 민주와 인권의 도시를 넘어 평화와 화해의 상징 도시로서 새로운 입지를 다져가는 계기로 작용할 것으로 예상된다.
This study examined ways of exchange and cooperation based on locality through the history of exchange and cooperation between South and North Korea based on movement politics and institution politics. In the history of social and cultural exchanges between South and North Korea, the movement politics led by social movement groups triggered endless conflict with the government. However, it has resulted in the participation of the private sector instead of the monopoly of government authorities. Since the launch of Kim Dae jung government, the participation of the private sector has been guaranteed and the Moon Jae in government has made local government and NGO as official partners for exchange and cooperation. In spite of this progress, the initiative of the private sector has been weakened compared to the movement politics, and the impact of changes in governmental policy is increasing. Therefore, in this study, as a way to enhance the role of local government and NGO, it is suggested to search ways to exchange and cooperate based on urban identity. Gwangju is known as a city of democracy and human rights stemmed from its urban identity symbolized by the May 18 Democratization Movement. The Gwangju’s exchange and cooperation project between South and North Korea reflecting Gwangju’s locality is supposed to work as an opportunity to establish a new position as a symbol of peace and reconciliation beyond a city of democracy and human right.
