Zones scheduled to be rearranged and renewal promotion districts in Deagu Metropolitan City had not been developed for a long time, because of unexpected foreign financial crisis in 2008. The districts experience lots of problems such as building deterioration, poor surrounding, and crime issues. So, government tried to remove district designation, and announced block-unit housing rearrangement projects and residential environment management projects. However, removal of district designation can cause conflict between one with expectation of development profit by district designation and the other with expectation of district regeneration. Even though categorization of Zones Scheduled to be Rearranged would be very important, it was very hard to find prefer way to categorize the district. So, in this research, the way to categorize the districts based on three methods: a municipal ordinance, an average value, and PROMETHEE II complete ranking. As a results, among 18 zones scheduled to be rearranged, 7 districts were proper to Block-unit Housing Rearrangement Projects and 4 districts were proper to Residential Environment Management Projects. The methods in this research would be helpful to categorize the districts in other cities.
