이 논문은 한나 아렌트의 이론 내에서 나타나는 권력(power)과 권위(authority)의 관계에 대해서 고찰해보고자 한다. 이 둘의 관계를 고찰해보는 이유는 아렌트의 이론 내에서 권력과 권위라는 두 개념이 아렌트에게서 핵심적인 위치를 점하고 있으면서 동시에 둘의 관계를 통해 하나의 딜레마가 나타날 수 있기 때문이다. 권력은 행위(action)와 자유(freedom) 개념과 깊이 연관되어 있다. 자유롭게 행위하는 복수의 인간이 모였을 때 권력은 형성된다. 그리고 권위는 이러한 권력의 형성을 안정적으로 보장해주는 울타리라고 볼 수 있다. 이렇듯 권력과 권위는 한편으로 상호보완적인 관계를 가지지만, 다른 한편으로 이 둘은 모순적인 관계를 가지기도 한다. 권력은 완전히 새로운 시작으로서의 자유로운 행위의 표현이지만, 권위는 이러한 새로운 시작을 확립하려고 한다. 로버트 파인(Robert Fine)은 이러한 딜레마를 지적한다. 이는 변화와 안정의 충돌로 이해될 수 있다. 아렌트에게서 나타나는 이러한 모순을 통해 우리는 정치철학의 여러 근본문제들과 직면하게 된다.
This article tries to study about the relation between power and authority in Hannah Arendt. That is because the concepts of power and authority occupy the important position in Arendt’s theory and a dilemma can appear through the relation of that two concepts. Power is deeply related to action and freedom. Power is made where plural people who do free action come together. And authority is the fence which guarantees the formation of power stably. In this way, on the one hand, power and authority have complementary relation. But on the other hand, they can have contradictory relation. While power is the expression of free action as quite new beginning, authority tries to establish this new beginning. Robert Fine points out this dilemma. we can regard that as a collision between power and authority. Through this contradiction which appears in Arendt’s theory, we can face various fundamental problems of political philosophy.
