우리나라 국가경쟁력은 수년전에 비해 하락하거나 정체되어 있고, 사회갈등 수준은 OECD 국가들 중 가장 높은 수준이다. 이는 공공부문의 성과 미흡, 정부의 사회갈등 관리역량 부족 등에 기인하며 그 근본 원인은 중앙집권적 권력구조로 인해 국가기관간 및 중앙-지방간에 견제와 균형 원리가 작동되지 않은 때문으로 집약된다. 대통령을 정점으로 한수직적 권력구조는 과도한 규제와 비효율적 국정운영을 노정하고 나약한 지방정부를 만들어 자치의 토대를 크게 약화시키고 있다. 세계적으로 높은 국가경쟁력을 유지하고 사회갈등지수가 낮은 국가들의 공통점은 국가차원의 협치와 개별 구성단위 차원의 자치가 잘 작동하는 분권형 자치시스템을 갖추고 있다. 우리나라도 분권적 국정운영 체제를 구축함으로써 정부 경쟁력을 높이고 사회통합력을 제고할 필요가 있다. 새로이 구축하고자 하는 분권형 국정운영체제는 단순한 권한 이양 수준을 넘어서 제도간 보완성이 작용하는 선에서의 전면적 개편을 의미하는데, 이는 분권형 대통령제와 지역대표형 양원제 개편을 전제로 한 분권형 광역자치 모형을 의미한다.
Recently, Korea has faced two ominous indicators: the national competitiveness index and social conflict index. The national competitiveness index has been stagnated or dropped, whereas the social conflict Index recorded very high among OECD countries. We conjectured the crumbling two indices were resulted from the inefficiency in public sector and lack of governmental capacity to mitigate social conflicts. The major causes for such inefficiency lie in the centralized power structure which weakened the operation of the check and balance mechanism among the government branches as well as between national and sub-national governments. Particularly, the centralized presidential system has strengthened vertical control of both government administration and even of congress and judicial body. We found that many countries with high national competitiveness and low social conflicts are mostly under the governance system of cooperation and sub-national autonomy. Therefore, we propose that Korea adopt a decentralized governance system to solve current pressing problems. To do so requires to adopt ‘the Triad Model’ of decentralized governance system: decentralized regional autonomy, local representative bicameral system, decentralized presidential system. We also insist that adoption of new system must be implemented in order that an institutional complementarity would be maintained. It is with the adoption of this type governance system that Korea would be able to solve dual problems of low national competitiveness and high social conflicts.
