본 연구는 2008년∼2019년의 우리나라 분기 자료를 이용해 가계이전지출이 소득불평등 개선에 미치는 장기적 영향을 실증적으로 분석한다. 소득불평등은 5분위배율, 10분위분배율과 함께 전체소득 대비 1분위, 1∼2분위, 1∼4분위, 9∼10분위 및 10분위 소득계층의 소득합계 비율로 나타낸다. 가계이전지출과 소득 분배 변수 간에는 단위근 검정과 공적분 검정 결과에 기초해 장기적 관계가 성립하는 것으로 관측된다. 따라서 추정방법은 장기 구조적 추정치를 구하기 위해 동태적 OLS 모형을 사용한다. 실증분석 결과는 일반적인 기대와는 달리 가계이전 지출의 증가가 소득불평등을 장기적으로 심화시킬 수 있다고 나타난다. 이러한 결과는 다양한 소득분배 변수들에서 유사하게 관측된다. 이상의 결과는 가계이전 지출이 상대적 저소득층의 처분가능소득을 증가시키는 데에는 도움이 되지만, 장기적으로 소득불평등을 완화하기 위해서는 경기대응적 방안의 역할을 넘어 소득불평등 개선을 목적으로 표적화된 이전지출이 이루어져야 함을 시사한다.
This study empirically identifies the long-run impact of household transfer payments on income inequality improvement using quarterly data over the period 2008-2019 in Korea. Income inequality is denoted as the ratio of total incomes in 1st, 1st-2nd, 1st-4th, 9th-10th, and 10th deciles on total income along with the quintile share and decile distribution ratios. It is observed that a long-run relationship is established between household transfer payments and income distribution variables based on the results of the unit root tests and the cointegration tests. Hence, the estimation method uses the dynamic OLS model to estimate the long-run structural coefficients. The estimation results suggest that an increase in household transfer payments could worsen income inequality in the long-run, which is contrary to general expectations. These results are similarly observed for various income distribution variables. The results imply that household transfer payments is helpful in increasing the disposable incomes of the relatively low-income classes. Nevertheless, it is necessary to make targeted transfer payments for the purpose of improving income inequality beyond its role as a counter-cyclical instrument to reduce income inequality in the long-run.
