변동 감사원가 이하로 감사보수를 책정하는 로우볼링(low-balling) 현상은 감사인의 독립성 훼손을 야기할 가능성이 존재하므로 부실한 감사로 이어질 우려가 있다. 특히 로우볼링으로 감사를 수임한 감사인은 계속감사를 통해 초도감사에서 발생한 손실을 만회하려는 유인이 있으므로 로우볼링 이후에는 감사환경이 변화할 가능성이 높다. 그러나 로우볼링이 계속감사기간에 구체적으로 어떤 영향을 미치는지에 대해서 알려진 바는 거의 없다. 따라서 본 연구는 국내 상장기업을 대상으로 로우볼링 해당 여부에 따라 초도감사 이후 계속감사기간 동안의 감사보수 변화에 차이가 있는지 분석하였다. 또한 로우볼링이면서 감사인 상향교체에 해당하는 기업들과 로우볼링이면서 감사인 하향교체 및 수평교체에 해당하는 기업들로 구분하여 감사인의 교체유형에 따른 로우볼링 이후 계속감사기간의 감사보수 변화의 차이를 분석하였다. 실증분석 결과는 다음과 같다. 첫째, 로우볼링에 해당하는 경우에는 그렇지 않은 경우보다 계속감사기간 동안에 감사보수의 증가가 더 큰 것으로 나타났다. 이는 로우볼링으로 인한 손실을 회복하려는 감사인의 유인이 실제로 작용하고 있다는 것을 시사한다. 따라서 로우볼링이 발생한 경우 계속감사 유인이 높아지는 감사인의 독립성에 대한 관심이 필요할 것으로 보인다. 둘째, 로우볼링이면서 감사인을 상향교체하는 기업들과 하향 및 수평교체하는 기업들의 경우에 계속감사기간 동안 감사보수 증가의 차이는 유의하지 않은 것으로 나타났다. 이는 감사인 입장에서 로우볼링으로 인하여 손실이 발생하였을 것이므로 이후 기간에는 모든 감사인 교체유형에서 감사보수를 높이려는 유인이 강하기 때문인 것으로 보인다. 본 연구는 로우볼링 현상과 계속감사기간에 나타나는 감사보수의 관계를 분석한 국내 최초의 실증연구이다. 본 연구의 결과는 규제기관, 학계, 기업 그리고 회계업계에 감사보수 예측에 대한 유용한 근거로 활용될 것으로 기대된다.
Low-balling, in which audit fees are lower than audit costs, can lead to low-quality audits because auditors may try to make up for the losses incurred in the initial audit through subsequent audits, which may be a threat to auditor independence. Therefore, previous studies have investigated the phenomenon. However, these studies rarely address the effects of low-balling on the audits in the subsequent periods. We examine whether the increase in audit fees during subsequent periods is higher for firms that low-ball the initial bid than those that do not low-ball. Furthermore, we analyze the difference in the increase of audit fees in subsequent periods based on the type of auditor switch. Empirical results are as follows. First, during the subsequent audit periods, the increase in audit fees by firms that low-ball initial audit fees is higher than by those that do not low-ball. Second, the increase of audit fees for the upward auditor switch is not significantly different from that for the other types of auditor switch. This research is the first empirical study in Korea to show whether audit fees are recovered during the subsequent audit periods when low-balling occurs. We hope that the results of this study will serve as a useful basis for predicting audit fees for regulators, academics, companies and accounting firms.
