Facing the threat of North Korea and other neighbor`s increasing air power, Republic of Korea is in need of acquiring advanced fighter jets. Although Korea is technologically advanced enough to successfully develop and launch a space vehicle such a Naro, the feasibility of domestically developing fighter jets is still being debated. The purposes of this study are to determine the required domestic conditions for domestically developing fighter jets and to ascertain those conditions` level of maturity. Looking at the characteristics of aviation industry, related legal environment and previous studies, the required conditions for developing domestic fighter jets can be largely categorized as the government`s willingness, appropriate level of technology, reasonable economics and international cooperation. Looking at these conditions and their degree of maturity the following was concluded, First, Government`s willingness is in place to domestically develop fighters, as a series of related statuse have appropriate legal to support the development and the budget has been drawn up to realize government policies supporting such development. Secondly, the country`s proprietary technology es deemed capable of domestically developing fighters, according to various tests measuring technological maturity. Compared to nations that produce their own fighter jets, korea is rated as moderate, but with adequate international to make up for the technologica areas that Korea is currently lacking, fighter jets can be domestically produced. Thirdly, national finance can support domestic development and the investment can have positive economic effects, making the development economically reasonable. Lastly, conditions are ripe for international cooperation in developing domestic fighter jets to a degree where reciprocal benefits can be expected. Looking at Korea`s conditions for developing fighter jets within the country, This study has confirmed that Korea`s conditions are ripe to domestically develop fighter jets. These conditions present great opportunity for the government to make decision on domestically developing fighter jets.
