연구 목적: 이 연구는 24시간 어린이집 운영에 대한 필요성과 경험, 요구 탐색을 통해서 보육 현장에서의 바람직한 24시간 어린이집 보육 정책을 위한 기초자료를 제공하고자 한다. 연구 방법: Krueger & Casey(2014)가 제안한 질문 방식을 바탕으로 면담 질문지를 구성하여 24시간 어린이집 현장에서 어린이집 운영 경험이 있는 원장을 대상으로 포커스 그룹 면담을 실행하였으며, 면담결과는 연속적 비교분석법을 이용하여 분석되었다. 연구 내용: 첫째, 24시간 어린이집의 필요성에 대해서는 사회적 변화에 따른 근무시간의 다양성에 대한 지원과 양육부담 감소를 위해서로 나타났다. 둘째, 24시간 어린이집의 원장들은 운영시 영·유아의 건강 문제, 부모의 비협조적인 태도, 행정적·재정적 지원의 부족으로 인해 어려움을 경험하였다고 이야기하였다. 셋째, 더 나은 24시간 어린이집 운영을 위해서는 24시간 돌봄 체계 활성화, 24시간 보육 프로그램 개발, 전담교사의 확보, 홍보 등이 필요함을 이야기하였다. 결론 및 제언: 연구에 참여한 24시간 어린이집 원장들은 24시간 어린이집 운영을 위해 헌신하고 있었으나, 이를 뒷받침할만한 행정적·재정적 지원이 부족함을 이야기하고 있었다. 24시간 돌봄이라는 특수한 상황 속에서 직면하게 되는 다양한 문제들을 해결하기 위해 영유아의 발달과 가족 지원, 교사 지원 등의 꾸준한 지원과 개선이 요구된다.
This study aims to provide basic data for desirable 24-hour childcare policies in the childcare field through the exploration of the necessity, experience, and needs of 24-hour daycare center operation. Based on the questionnaire proposed by Krueger & Casey (2014), a focus group interview was conducted with directors who had experience in operating daycare centers at the daycare center site for 24 hours, and the interview results were analyzed using a continuous comparative analysis method. According to the study, first, the need for 24-hour daycare centers was found to support the diversity of working hours due to social changes and to reduce the burden of parenting. Second, the heads of 24-hour daycare centers said they experienced difficulties due to health problems of infants and toddlers, parents' uncooperative attitudes, and lack of administrative and financial support during operation. Third, it was said that for a better 24-hour daycare center operation, it is necessary to revitalize the 24-hour care system, develop 24-hour childcare programs, secure dedicated teachers, and promote them. The heads of 24-hour daycare centers who participated in the study were devoted to the operation of 24-hour daycare centers, but they were talking about the lack of administrative and regulatory support to support them. In order to solve various problems encountered in the special situation of 24-hour care, steady support and improvement such as infant development, family support, and teacher support are required.
