유럽연합은 회원국 수가 27개국까지 늘어나면서 인구, 영토도 계속 늘어났고, 공동체는 회원국 국민의 삶의 질을 개선하고, 직업을 창출해 경제성장을 높이기 위해 많은 노력을 기울였다. 그리고 이의 일환으로 지역(결속)정책이라는 수단을 공동체 설립 초기부터 계획하고 실행해왔다. 그러나 초기에는 정책에 대한 의지 표명만 했을 뿐 정책 시행은 주로 회원국들의 손에 맡겨 두었었다. 그 후 공동체는 경제통화동맹(EMU)과 단일시장을 추진하면서 경제적 격차 확대를 우려하는 저소득국가의 반발을 무마하기 위해 적극적으로 지역정책을 시행하고, 관련된 기금의 규모를 획기적으로 늘렸다. 1999년 말부터는 중·동유럽 국가들로의 회원국 확대 문제와 맞물려 국가 간 경제적 격차 확대를 통제하기 위해 지역정책을 더욱 확대·강화시켜 나가면서 지역정책이 공동체의 주요 핵심 정책으로 떠올랐다. 또한 최근에 Brexit와 맞물려 회원국 간의 결속과 단합이 시급한 공동체에 지역(결속)정책이 더욱 주목받게 되었다. 이러한 시점에서 EU의 역사와 함께 오랜 기간에 걸쳐 발전해 온 공동체의 지역(결속)정책을 뒤돌아 보는 것은 의미 있는 연구가 될 것이다. 그러나 정책을 시행한 역사가 오래되고 내용이 방대하여 초기 정책은 주로 큰 전환점이 된 내용 중심으로 살펴보고, 최근의 정책에 더 중점을 두고 살펴본다. 결론 부분에서 이러한 연구를 통해 파악된 정책 실행의 내용을 바탕으로 EU 지역(결속)정책에 내포된 근본적 문제점과 극복방안을 제시한다.
Regional(cohesion) policy is one of the central policy areas of the European Union. It aims to reinforce economic, social, and territorial solidarity (or “cohesion”) in the EU, mainly by fostering economic growth and employment for less developed regions. When EU was formed in the late 1950s, community-level regional policies was relatively weak. Since 1970s, however, EU has accomplished seven subsequent enlargements and Community is continuously reinforcing regional(cohesion) policies by increasing the budget size for the relevant policies. Currently, around a third of the EU’s public funds are being utilized for it. The significant turning point in 2021 is that UK has left EU, causing EU scepticism to more widely spread among member countries. If the EU does not address this problem properly, the cohesion within the union would be severly damaged and its further advance could be blocked. Therefore, the EU's regional policy has become more important than ever before. From this point of view, this paper examines the development process of regional policies executed by EU for the last 60 years. Based on this, I will discuss the issues that have appeared in the process of executing EU's regional policies, and suggest the direction of future reform in the conclusion section.
