이 논문은 단군신화에 나오는 홍익인간(弘益人間)의 기원과 이념, 그리고 실천방안에 대해 고찰한 글이다. ‘홍익인간’이란 ‘인간 세상을 크게 이롭게 하라’는 우리나라의 건국이념이자 교육이념이다. 이 이념은 비록 고대 한국인들이 제기했지만, 이 속에는 우리 민족의 표상이 반영되어 있다고 하겠다. 즉, 단군신화에서 국가를 연 목적을 ‘인간 세상을 크게 이롭게 하라’는 ‘홍익인간’에 두었다는 것은, 우리 민족이 공동체적 삶을 지향했음을 단적으로 보여준다. 이러한 홍익인간의 이념을 제시한 이는 환인(桓因)이며, 이를 인간 세상에 내려와 실천한 이는 환웅(桓雄)이다. 환웅이 인간 세상을 탐하자, 환웅의 아버지인 환인이 홍익인간 할 만한 땅을 물색하던 중 태백산이 홍익인간할 만하다 여겨 아들에게 천부인(天符印) 세 개를 주며 다스리게 하였다. 이에 환웅이 3,000명의 무리와 함께 농사에 필요한 바람과 비, 구름의 신을 거느리고, 곡식과 질병 등 인간의 삼백육십여 가지의 일을 주관하며, 세상을 권력이나 힘이 아니라 ‘이치로 나라를 다스려서 교화하였다’는 것은 평화를 애호하는 우리 민족의 정신적 지주가 되었다. 오늘날 대부분의 국가는 대의민주주의를 표방하고 있다. 그러나 대의 정치의 가장 큰 약점은 다수결로, ‘훌륭한 소수의 의견도 묵살된다’는 점이다. 그런 의미에서 홍익인간을 바탕으로 한 신라의 화백제도는 토론을 통해 소소의 의견을 설득하는 작업이 선행되었다. 즉, 홍익인간의 이념을 바탕으로 한 화백제도 등은 다수의 횡포가 아니라 토론과 설득을 통해 소수의 의견을 수렴하는 과정으로, 이것이 바로 재세이화(在世理化)요 홍익인간(弘益人間)의 이념의 체현(體現)이라고 하겠다.
This thesis is based on the study of HongYikYinGan(弘益人間) shown on DanGun Mythology: the origin, ideology and way of practice of HongYik- YinGan, which is the founding principle and educational ideology of Korean nation meaning ‘You should make the human beings widely good’. It is thought that this ideology was presented by the ancient Korean people long ago but has been reflecting the symbol of Korean nation still for such a long period. It is HwanYin(桓因) who presented such ideology of HongYikYinGan while it is HwanWung(桓雄) who came down to the earth to practice such ideology. As HwanWung wanted to govern the world of human beings, his father HwanYin was looking for the land that would be good for HongYikYinGan and pointed out Mt. TaeBaek good for it, and then HwanYin gave his son the three items called CheonBuYin(天符印) so that his son could govern the land. Together with the troop of 3,000 people and the gods of wind, rain and cloud needed for agriculture, HwanWung ‘governed his land with reason to educate his people’ rather than with power dealing with more than 360 kinds of work relevant to the world of human beings such as grain, disease and etc. This story has been working as the spiritual anchor of Korean people who love peace. Today, most of countries claim to advocate representative democracy. There is, however, a huge weak point in the representative democracy that it ‘will ignore the opinion of the minor group even if such opinion is a good idea’ because of its majority rule. In this point, the HwaBaek system of Shinra is meaningful enough to be looked into because the work of persuading the minority was prior in HwaBaek based on discussion. That is, it showed the process of accepting even minor groups’ opinions not through the tyranny of the majority but through discussion and persuading.
