21세기 시장혁명으로 일컬어지는 전자상거래(Electronic Commerce: EC)가 우리의 현실로 다가왔다. 인터넷을 기반으로 하여 이루어지는 전자상거래는 비교적 짧은 역사에도 불구하고 전 세계적으로 매우 빠른 속도로 증가하고 있으며 이런 증가속도는 인터넷의 보급이 확산될수록 가속화될 것으로 보인다. 특히 중국은 2001년에 세계무역기구에 가입하면서 세계경제에서 차지하는 위치가 강화되었고 디지털경제체제로의 편입을 통해 산업구조를 고부가 가치 산업으로 개편하고 있다. 더욱이 WTO 가입에 따른 정보통신 분야의 개방이 가속화될 전망이며, 중국 정부도 WTO 가입을 계기로 중국 내 기업의 대외 경쟁력을 강화하고, 정보화 건설을 가속화하는 정책을 펼치고 있어서 중국의 정보통신산업은 앞으로 엄청난 가속도로 발전해 나갈 것으로 예상된다.중국정부는 중국을 발전시키는 IT산업의 적극적인 활동이라는 점을 누구보다도 많이 인식하고 있다. 따라서 적극적으로 정보를 공개, 공유하여 온라인상에서 국민들을 위해 제공할 수 있는 서비스 개발에 앞장서고 있다. 이와 더불어 중국은 초고속 인터넷 서비스 업체가 매년 증가하고 있으며 새로운 비즈니스 기회를 창출하고 있다. 인터넷은 사람의 생산, 경영활동, 생존과 생활방식에 질적인 변화를 일으키고 신 경제 성장에 중요한 동력으로 각광을 받고 있다. 인터넷 비즈니스는 유통은 물론 금융, 오락, 경매, 교육 서비스, 컨텐츠 등 산업 전반으로 빠르게 확산되고 있다.이런 인터넷이라는 비즈니스 매체로 거래의 쌍방이 상호 주체가 되고, 은행의 전자 결제 방식, 고객 데이터를 기준으로 진행되는 마케팅, 인터넷을 통한 실시간 증권 거래의 형성, 사이버 공간의 쇼핑몰 설치와 물품의 판매 현상, 사이버 공간의 강의 등 새로운 상업 모델로써 전자상거래는 자체의 독특한 우세를 지니고 시대의 흐름으로 자리 맥임을 하고 있다.인터넷을 통해 중국의 전자상거래 시장은 급속도로 성장하고 있다. 이렇게 중국이 세계시장에서 차지하는 비중이 증가하면서, 글로벌기업은 중국에서 발생하는 시장기회를 선점하고 연구개발, 생산 등을 수행하는 글로벌 네트워크로서 중국을 적극 활용하기 위하여 활발하게 중국 전자상거래 시장에 진출하고 있다. 특히 중국에서 급격하게 확산하고 있는 인터넷문화와 비즈니스 기회를 활용하기 위하여 온라인과 오프라인에서 전자상거래를 활발하게 추진하고 있다. 그러나 실제 중국 내 미비한 정부정책, 지역격차, 빈약한 디지털 기반 때문에 잠재된 전자상거래시장을 충분히 활용하지 못하고 있는 상황이다.이러한 문제를 가지고 본 논문은 중국의 전자상거래 시장을 정확히 인식하고정부와 회사, 소비자 차원에서 전자상거래를 활성화하는 방안을 모색하고 전자상거래 시장 환경과 발전현황을 인터넷 활용현황, 유형별 시장규모 등 시장 환경을 중심으로 살펴봄으로써 문제점을 도출하여 이에 대한 활성화방안을 모색함으로써 중국전자상거래의 활용성에 기여하고자 하는 것이 그 연구목적이라고 할 수 있다.
Since the introduction of Internet and communication technology into business activities, electronic commerce has exerted commanding influence on the international trade relations. Electronic Commerce is an outcome of the process of social production and the mode of commodity circulation, it is even an inevitable result if the rapid development of modern IT. Accordingly, as the primary multinational regulations of the world trade, WTO rules have also been profoundly affected.Chinese e-commerce is developing unlike other countries. That is, Chinese government is actively supporting IT industries that form the basis of e-commerce infrastructure. On the other hand, Chinese government is strictly regulating e-commerce in the part that connects networks and uses contents. This contradiction is due to a unique structure of Chinese social systems.Chinese government is well aware of internet's power and is extremely taking precautions to the influence which is opposed to it through internet. Because of that e-commerce support-policy and restriction-policy are together consist of its main e-commerce policies.Base on the subject of the development of EC, this thesis intends to analyses the appearance of EC, its basic frame, its effects on the modes of commodity circulation, as well as the current situation of EC in China, its strategy of development and macro management system. Even though China adopted Internet Electronic Commerce (EC) later than the other advanced countries, its development pace is very fast. The purposes of this study are to analyze and summarize success-cases of e-commerce in China, to derive suggestive points, and to suggest proper strategies used when launching into the Chinese e-commerce market by suggesting countermeasures for the government as well as countermeasures for companies, which would activate e-commerce in China on the basis of the above analysis and summary.This study analyzed the Chinese e-commerce market of which large population of 1.3 billion shows an abundant latency. Also, analyzed general traits of domestic e-commerce and e-commerce sites in China through a theoretical examination of e-commerce, found out problems of Chinese e-commerce. And on the basis of above examination, the study finally aimed at promoting e-commerce, by suggesting activation plans proper for real conditions in China that is in the early stage of development.According to the research, Chinese government has an initiative to EC development, and the Internet population and EC volume are expected to grow very rapidly. However, only a few EC firms have gained profits in China because of the insufficient infrastructure such as the instability of online payment and security, lack of EC regulation, insufficient logistics systems, and untransparent government policies. In spite of these unfavorable business environments, many foreign firms are found to enter Chinese EC market rapidly with the expectation of fast EC market growth, and for the better position in the huge potential market.This thesis has looked into status of Chinese e-commerce environment by analyzing systems and government regulation for e-commerce development and companies and consumers in China. It is apparent that when both government and companies aggressively support e-commerce, it can be developed further.
