본 연구는 2009 개정 교육과정에 의한 예술교육에 관하여 보다 나은 미술교육의 방향을 모색해 보는 것에 목적을 두었다. 이를 위해 미술교육의 변천을 통하여 사회적, 국가적으로 미술교육이 어떠한 역할을 했는지, 또 교육과정이 시대가 변함에 따라 미술교육 또한 어떻게 변화 했는지를 살펴보았다. 그리고 그에 따른 2009 개정 교육과정의 방향성과 문제점을 검토하고 예술 교과에 반영되었을 때 야기되는 역기능과 순기능을 살펴보았다. 2009 개정 교육과정이 미술교육에 영향을 미치는 결과는 다음과 같다. 첫째, 2009 개정 교육과정은 학교의 자율성과 창의성 강화에 목표를 두어 교과 군 통합과 집중이수제가 도입되었다. 이는 학교 자율화에 따른 교육과정을 20% 내에서 증감할 수 있다는 것이 핵심이다. 이러한 교과 과정으로 인하여 예술 교과는 교과 편성이나 수업시수, 문제에서 분리하다. 표면상 음악과 미술이라는 과목을 1개의 예술 교과로 묶어 외형상 학습자의 부담이 줄어드는 것처럼 보이지만, 수업시수는 변하지 않기 때문에 결국 주지교과만이 강조되는 것이다. 학교에서 다루어지는 공식적인 교과, 국어, 영어, 수학은 중요하게 나타나고 비공식교과는 소홀하게 만드는 교육과정이라고 볼 수 있다. 둘째, 집중이수제에 따라 학기나 학년을 몰아서 이수함으로써, 교과시간이나 시간표를 조정하여 한 학기나, 특정학년에 몰아서 이수할 수 있다. 이러한 교과의 통합과 집중이수는 학생들이 불균형한 교육과정을 받은 채로 성장하게 된다. 인간은 성장하면서 발달 단계에 맞는 교육이 이루어져야 한다. 그 시간에 경험할 학습 시기와, 학습 내용이 있음에도 불구하고, 어느 특정 시기에 학습을 몰아서 한다는 것은, 인간이 성장하는데 그 특정 성장대가 결핍된 채 성장하게 된다. 따라서 이러한 교육과정에 의한다면 학생들의 삶의 가치와 태도 형성에 잘못된 가치관을 형성하게 될 위험이 있다. 예술 교과 또한, 교과의 정당성을 위하여 예술 교과 내에서 평가에 대한 객관성을 명확히 제시할 필요가 있으며, 객관적인 평가로 인해 예술 교과의 중요도를 높이는 것도 방안이 되겠다. 따라서 2009 개정 교육과정의 취지대로, 창의성과 인성이 고루 갖추어진 인간으로 성장하기 위해서는 예술 교과를 수단으로 보는 것이 아닌 예술 자체로서의 독립성을 강조하고 기능이 아닌 이해, 가치 중심인 교육이 이루어져야 학생들의 성장에 비판적이고 창의적인 교육이 될 수 있을 것이다.
This study aims to examine a better way forward for arts education within the framework of 2009 Revised Curriculum. To this end, the study looks into the history of arts education in order to examine what a social and national role arts education played, and how arts education changed according to the changes made to National Curriculum. In addition, the study analyzed the direction and problems of 2009 Revised Curriculum and examined its adverse and good effects on arts education. The effects of 2009 Revised Curriculum are as follows: First, 2009 Revised Curriculum combined different subjects and adopted Intensive Completion System with an aim to promote autonomy of each school and improve creativity of students. The new system gives schools the autonomy to exert 20% of flexibility on curriculum. Such changes put art subject at disadvantage in terms of curriculum and the number of class hours. On the surface, combining music and arts class into one arts class seems to take the pressure off from students, but the number of hours for each class is not reduced. Therefore, it puts more weight on major subjects such as Korean, English and math while making other subjects look less important to students. Second, Intensive Completion System allows students to rearrange their schedule for curriculum so that they can take intensive classes worth a semester or even a year in a shortened period of time. Such an intensive system leaves students to grow with imbalanced education. People should have access to a different level of education for each stage of development in their lives. If students go through intensive learning experiences at a shortened period of time, disregarding the timing and contents of learning they should learn and experience at each stage of their lives, they may miss out some important stages of life. Therefore, such intensive learning system may have adverse effects on students’ values and attitudes. Arts curriculum shall also provide evidence to prove the importance of arts subject in curriculum so that the subject can be assessed objectively and take its important place it deserves in the curriculum. In conclusion, in order to provide students with opportunities for holistic growth equipped with creativity and integrity as 2009 Revised Curriculum intended, arts education should be considered not as a mere means. Rather, more independence shall be given to arts education and more focus should be put on values and understanding rather than function, so that students can be more creative and critical thinkers.
