To follow up with the radically changing world trends and environment, the importance of police force’s security role is being on the rise. Therefore, it is important for all police force personnel to recognize that police security is a distinct police duty. Police security on the president and other important national personnel can bring understanding of police organization in a practical way to achieve public safely and order. It is also a very important duty which is directly related to national existence. Also, the police security target range may possibly expand to foreign based finance figures whom influences national wealth, foreign Korean government institutes, government officials, ministers, lord chancellor, diplomats important politicians, major election candidates, inbound VIPs and foreign envoys into Korea. Successful police security elevates national stature and create an opportunity to enhance national prestige. Korea’s successful launch of G20 Summit (2010.11.11-12) and G50 Summit (2012.3.26-27) showed the world about Korea’s police convoy through successful police performance. In addition, the following enhancement plan must be implemented to acquire active support and professionalism in recruiting and trainings on police security personnel to perform their duties with perfection. The recruiting aspects are as followsFirst, outstanding individuals must be acquired through special recruitment programs for practical selection of police security agents. Second, improvement in labor conditions of police security agents must be met to raise interests and notify the importance of security duties to the public to select outstanding agents. Plans to improve labor conditions for police security includes improving working condition improvement, security incentives, security agent rank promotion and implementation of police task force team. Therefore, when people are assigned to security department, they must receive preferential treatment and create an environment to research and develop the field of police security in a long term based professionally. Third, police securiy recruiting committee must be established to serve as a control tower when recruiting police security agents. Through this, physically and mentally outstanding personnel can be selected and by developing objective data based on the comprehensive outcome to allocate the police convoy agents to appropriate posts and train professional security agents. Education and training aspects are as follows. First, police security academy must be established to take in charge of educating police security agents and to research and develop police convoy legislatives to acquire the public confidence in policed security performance. Also, through education training program development, security method research, academic research, equipment development and professor level agent training, degree of professionalism must be enhanced in order to equip the agents with theoretic and practical capabilities.Second, specialization of education facilities and professor level agent training.In the case of basic educational training, allocating security as a curriculum in police education facility is required. Especially, 1011 police security Squadron must be trained in education facilities to perform professional security performances. For example, by changing the curriculum at the Central Police Academy to enable 101 police security Squadron members to acquire personal guard license during their education period and allow these members to equip themselves with basic knowledge and qualifications to work as a security agent to perform in security missions. As for the professional level agent develop plan, professional agents whose experienced in security theories from police education facilities and actual field experience must be selected and trained and specialize the entire process of training from recruitment. Third, reinforcement of education training and diversification.To enhance the professionalism of police security systematically, continuous efforts to come up with diversification plans, reinforcement plans, and systematic implementation to achieve qualitative improvement in education training are just as important as the recruiting process. To acquire advanced security techniques to strengthen convoy education reinforcement and professionalism, active investments in foreign dispatch and academic seminar among convoy major professors from security education academies and universities are necessary. Also educational training system must be improved to create multi-players in security performances by segmenting security educational programs in detail according to each squadron.In conclusion, this research emphasizes the importance of police convoy and also investigates on the recruitment and educational training issues among police convoy agents and its improvement plans. The research also searched for efficient methodologies to move on to advanced convoy and hopes that this research will be used as ground data for of future researches and development to develop various policy alternatives.
