In this study, we discussed how learning support services provided by university libraries should be strengthened to support students' learning activities in the context of expanding online education in universities after the COVID-19 pandemic. To achieve this, we surveyed students' concerns and information needs related to learning in the online education environment during the COVID-19 period, compared the behavioral characteristics emerging during the information-seeking process with those in the face-to-face education environment. We also investigated the perception and usage experiences of university libraries as learning resources. University students participating in online education faced difficulties at each stage of their learning activities, such as class preparation, class participation, assignment completion, and performance evaluation. Consequently, there was a significant demand for information related to their major subjects, with complaints about the lack of learning resources prioritized in the following order: class participation, assignment completion, class preparation, and performance evaluation. The causes of this information scarcity were identified as the limitations of personal information sources available to students, reliance on internet information sources, and low awareness and limited experiences of information services provided by university libraries. Another contributing factor was the structural limitation resulting from the inadequate learning support services of university libraries, which prevented them from promptly adapting to the online education environment, starting from the previous face-to-face education situation. Based on these findings, this study proposes user-friendly learning support services of university libraries as fundamental strategies and detailed improvement measures to assist students' learning activities.
