현재 건설현장의 법정 안전교육은 대부분 건설현장에서는 법에서 요구하는 내용을 충족하는데 급급한 실정으며 특히, 중소 건설사업장의 경우 교육장, 전문 강사, 교육시설 등의 불충분 문제와 사업주와 근로자의 무관심 등으로 교육이 제대로 시행되고 있지 않고 있어 안전교육의 실효성을 기대하기 어려운 실정이다.연구의 목적은 국내 건설현장의 법정안전교육과 관련하여 사업장 자체안전교육, 기초안전보건교육, 이러닝(e-learning) 안전교육의 실태 조사를 통해 현 교육의 문제점을 도출하고 법정 안전교육의 실태파악을 통하여 안전교육내용 및 교육실태에 대한문제점에 대한 원인을 분석하고 일용근로자 안전교육시 온라인기반의 건설안전교육 지원 시스템 개발 및 활용방안을 제시하였다. 이러닝(e-learning) 교육기관에서 일용근로자의 신규채용자 교육실시로 다양한 교육운영 체제 구축이 필요하다. 이제는 기초안전보건교육기관 및 안전교육 법정직무교육기관의 건설현장의 특성에 맞추어 다양한 안전콘텐츠의 개발을 제안한다. 산업안전보건법 제33조 1항의 근로자 안전교육의 관리감독자교육, 신규채용자교육, 정기안전교육 및 특별안전교육등의 교육시 법정교육시간을 이수 하여야 하며, 해당현장 실정에 맞도록 맞춤식 교육이 필요하다. 현장 상황을 고려하지 않은 일률적인 안전교육을 실시한다. 이런 교육 상황들이 안전콘텐츠의 부실을 불러온다. 근로자 법정 안전교육의 문제점에 대한 개선 방안으로 일용근로자 이러닝 안전교육 실시 및 사업장의 특성이나 근로자의 작업공정에 맞는 영상교육, 체험교육, 해당공종별 재해사례등의 맞춤형 교육자료로 안전교육을 할 수 있는 안전교육 지원시스템을 제안하였다.상기에서 개선방안으로 제시한 바와 같이 근로자의 법적안전교육을 개선한다면 해당 공정의 위험성평가를 병행 할때, 유해위험요인에 따른 안전교육 지원시스템의 활용도는 매우 높을 것이며, 일용근로자의 건설재해 발생 감소에 대해 기대할 수 있을 것으로 판단된다.
Currently legally-required safety training on construction sites are mostly perfunctory, barely meeting legal standards. Especially on small-to-medium-sized construction sites, due to the lack of training space, professional instructor and training facilities as well as interest from construction workers, proper training is difficult to find; this undermines the desired effect of safety training. The purpose of this research is to identity issues with the current practice of legally-required safety training at construction sites in Korea through a survey of safety training at construction sites, basic health and safety training and e-learning systems; through an understanding of the reality of safety training, the causes of problems both in the contents and practice of training will be examined to offer a proposal for the development and application of an online-based construction safety training support system for day-to-day construction workers. A diverse training system should be established as e-learning institutions provide training for new recruits. Now, diverse safety contents should be developed to serve various characteristics of basic health and safety training institutions and legally-required vocational safety training centers which serve different construction sites. As per Clause 1, Article 33 of Industrial Health and Safety Act, legally-required number of hours for supervisor training, new recruit training, regular safety training and special safety training should be met; tailored training is also required to serve the particular needs of the site. Singular training, insensitive to the needs of the site, results in substandard safety contents. To address these issues in legally-required safety training for workers, e-learning for safety training for day-to-day workers, visual training tailored to the nature of site and the working process, experience-based training, tailored educational contents showing case studies in each category should be developed to offer a safety training support system. Such improvement in legally-required safety training for workers, along with risk assessment for work process, the use of safety training support system will increase for each risk factor. As a result, a reduction in construction accidents among day-to-day construction worker can be expected.
