Recently, the corporate environment is changing rapidly. Uncertainty in the business environment is increasing more than ever, and the speed of change is accelerating, such as the economic downturn due to the COVID-19 pandemic and rapid changes in industrial structure due to the development of artificial intelligence technology. In order for a company to grow and achieve its goals in an uncertain environment, organizational members must change. A new type of operation method, that can adapt to a rapidly changing environment, beyond the existing work method, that is innovation, is essential. However, sustainable innovation has its limits through CEO leadership alone, and especially in today's rapidly changing business environment, innovation at the organizational level must be promoted with all members actively participating. Entrepreneurship is what creates organizational performance and makes it possible to secure sustainable growth engines through such organizational innovation. It is no exaggeration to say that the success or failure of a company in a highly competitive environment depends on innovative activities and the entrepreneurship spirit that triggers them. In order for an organization to survive and continue to grow, it must constantly change based on a creative and innovativeentrepreneurship spirit and continuously strive to create new value. Research results also show that entrepreneurship has a positive effect on innovation also support this. In order to study the influential relationship between entrepreneurship and innovative behavior, a scale that can measure entrepreneurship is needed. Previous studies used scales to measure innovativeness, risk-taking, and progressiveness, which are the characteristics of Miller entrepreneurship. On the other hand, most of the studies related to Timmons entrepreneurship that researchers want to apply are conducted in terms of citing cases and theories, and there is little empirical research beforehand, Thus, there is no sufficient guidance to utilize it. Recognizing this problem, this study develops a scale that can be used practically by entrepreneurs and researchers who want to measure a company's financial and non-financial performance and innovative activities using Timmons entrepreneurship, and furthermore, uses Timmons entrepreneurship to develop innovationwithin an organization. Through empirical research on the impact on behavior, we aim to present a guide that can be used for entrepreneurship education, discovering and nurturing entrepreneurs, etc. This study is the first empirical study to apply and analyze Timmons theory to the relationship between entrepreneurship and innovative behavior within an organization, and is significant in that it developed a scale to measure Timmons entrepreneurship. In addition, the capability perspective approach to factors that can be acquired and developed along with innate characteristics based on the characteristics of an individual's attitude and behavior confirmed the possibility of fostering entrepreneurs through education.
