University records are Produced or processed By students, professors and faculty. In addition, alumni of universities or members of local communities of universities produce university records. Some of these records are produced by administrative needs and others are unnecessary for administrative needs, but included in the university archives contents. Therefore, university archives manage government records and manuscript. This paper sought methodology for establishing a university records assessment system that reflects the characteristics of university records, and as a methodology for evaluating college archivesexamined the evaluation strategy of ISO 15489. ISO 15489 is methodology to overcome the limitations of existing organizational provenance principle and suitable for electronic record environments. Functional appraisal in ISO 15489 is based on specific work analysis. then Integrate tasks and records with evaluation and records management processes. In addition, It check to confirm the requirements of recordskeeping necessary for the maintenance and performance of the organization according to arbitrary value standards. After these steps, Completion of development of "disposal authority".Thus, the result of appraisal methods based on a business analysis is ‘disposal authority’ and ' Record Management standard Table '. The records management system proposed in ISO 15489 is documented during the process of capture, registration, classification, storage, access, trance and disposition. At the same time evaluation is performed. This study examinines Korean national and public university archives to see if they had such an appraisal system and Conduct a survey focused on the foothold national university. As a result of the survey, many universities in Korea failed to have their own archives. In many university, records management department belonged to other departments, and records manager had a research personal system and it is a system managed by one archival manager. Although there are a few universities that have record management policy, their contents are not sufficient, and no means for appraisal for permanent records management. There were also no universities with criteria of disposition. Most of university archives contents was administrative records which are mandatory in law. In addition, documentation of record related procedures, systems for preventing loss of electronic records, and metadata capture of records have not been mandatory, and only limited search services have been implemented. To improve the status of university archives proposed to establish a 'integrated records information management system' and an 'university archives appraisal system'. And suggested ways to improve the manpower, policy, and operational aspects of how to implement these matters.
