주택가격의 유동성이 높아지면서 주거복지가 선거에서 중요한 이슈로 떠오르고 있다. 본 연구는 주거복지 정책의 하나로 이해할 수 있는 공공임대주택 공급정책을 대상으로 2022년에 연달아 치러진 대통령선거와 지방선거를 분석한다. 두 선거에 걸쳐 수집한 패널조사 자료와 주요 후보들의 공약을 분석하여 공공임대주택 정책에 대한 일반적 선호와 “우리 동네”에 공공임대주택이 생긴다고 가정했을 때의 태도가 양대 선거에서 각각 어떤 영향을 미치는지 살펴보았다. 분석 결과, 대선에서는 지역적 관점의 선호보다는 일반적 선호가 투표선택에 영향을 미쳤으며, 지방선거에서는 반대로 유권자의 일반적 선호보다는 지역적 선호가 후보자 선택에 영향을 미치는 것으로 나타났다. 공공임대주택 정책이 대선에서는 더추상적이고 이념적인 정책 태도로서 영향을 미치는 반면, 지방선거에서는 유권자의 생활에 직접 맞닿은 이슈로서 영향을 미친다는 것을 보여준다. 유권자가 대선과 지방선거에서 서로 다른 관점에서 정책을 고려하며, 지방선거에서는 거주지역주민으로서 대선과는 다른 투표행태가 나타난다는 것을 의미한다.
The escalating liquidity of housing prices has propelled public housing policy into electoral prominence. Specifically, the recent focus on housing in elections is more connected to housing stability issues as a welfare concern rather than merely looking housing as assets. By analyzing panel survey data collected during presidential and local elections in 2022, we examine how voters’ attitudes toward housing policies condition their voting choices. We argue that public housing policy is an ideological public welfare issue in presidential elections, while it is a local neighbourhood development issue in local elections. Our results show that the general preference of voters on public housing policy strongly influenced vote choice in the presidential election, while it was the perception of local impact of public housing that swayed the local election.
