The purpose of our study was to construct a digital content evaluation tool for young children(draft) and verify its validity. For this purpose, we analyzed the content of 9 documents related to digital content evaluation, conducted content validity with 21 kindergarten teachers and 4 professors, and verified validity and reliability through a survey of 258 kindergarten and daycare teachers. The findings of the study are as follows. First, based on literary analysis and content validity, the preliminary digital content assessment instrument for young children consisted of 37 items across seven domains (curriculum link, educational content, teaching-learning strategy, assessment, design and interface, technology quality, ethics and copyright). Second, the items of the digital content evaluation tool for young children (draft) were good. Following a factor analysis for construct validity, one item with a factor coefficient below .30 was removed, resulting in six factors. These factors were then consolidated and renamed. The overall reliability was Cronbach’s α = .96, with individual factors ranging from .83 to .91. Third, based on the results of the construct validity and reliability tests, the digital content assessment instrument for young children was revised to include 36 items in six domains (curriculum link, educational content, teaching-learning strategy and assessment, design and interface, technical quality, ethics and copyright). The digital content evaluation tool for young children whose validity was verified in this study is significant in that it can be used as a standard for selecting digital content suitable for young children
