Although school physical education has been regarded as the foundation not only of elite sport also of sport for all, it's not an exaggeration to say that school physical education is on the verge of death due to the educational circumstance for college entrance. Especially elementary school physical education(ESPE) is the subject which elementary teachers avoid teaching because there are more many obstacles that teachers should consider for preparing and practicing class than other subject matters. The rigorous efforts to activate school physical education finally induced School Physical Education Promotion Act(SPEPA) established. But an establishment of SPEPA is not the best solution, but it's important to operate and administrate systematically SPEPA so that the aim and contents of SPEPA enacted virtually. Thus It is necessary to see if what changes can be observed in the site after enforcing SPEPA. Therefore the purpose of this paper is to review the current state of ESPE, and then to suggest the tasks that are inevitable for developing ESPE according to SPEPA. As the results, most of teachers didn't recognize the existence of SPEPA and conducted passively the main policies from SPEPA such as 'student health fitness evaluation' and 'school sport club'. The future tasks for a successful way to activate school physical education with SPEPA were discussed according to the opinions of experts. First of all educational leadership was presented as the solution against the passive managements in the school site. And It is important to reinforce the competencies of teachers and sport lecturers. These results are expected to utilized as the basic data not only for evaluating the effects of SPEPA, but also for reinforcing instructors' competence to maximize the effects of SPEPA.
