In 1985 the UN's Declaration of the Basic Principles of Justice for Victims of Crime and Abuse of Rights began international efforts to protect victims' human rights and rights. In Korea, the 9th Constitutional Amendment (1987) and the 「Criminal Victim Protection Act」were enacted in November 1987 and the victim protection system was enacted. However, in the case of the police, the victim protection activity was redecorated when they declared ‘the Year of Victim Protection’ in 2015, and since then, they have expanded the victim protection system in police practice until the introduction of resilient justice last year. However, it is not well known about the activities of protecting victims by the police, and the improvement of the police's protection of victims is insufficient. In response, the headquarters reviewed the police's role in protecting victims by opening the overall police victim protection system from the perspective of police officers, and suggested measures to improve the police's victim protection system. The specifics are as follows. (ⅰ) Legislation and revitalization of the criminal damage assessment system. (ⅱ) Increase and secure of crime victim protection funds through revision of 「Criminal Victim Protection Fund Act」. (ⅲ) Reorganization of the National Police Agency's human rights protection officer. (ⅳ) Legislation of restorative justice.
