The purpose of the study was to analyze the organizational system of the National Forensic Hospital, Ministry of Justice to identify factors that may contribute to a more functional and effective healthcare system in providing professional mental health treatments for offenders with severe mental illnesses. An online survey as well as personal interviews were conducted with medical service providers in the National Forensic Hospital. Descriptive analyses were conducted with quantitative data collected from an online survey. Interviews were transcribed then interpreted through a thematic analysis. Major findings were as follows. First, all interviewees expressed extreme burnout due to insufficient manpower problem within the system. Second, within the system there were significant communication issues that hindered efficient cooperation among coworkers. Third, respondents unanimously emphasized the utmost importance regarding the restoration of the organization’s homeostasis. Lastly, to increase current workers’ motivation and to attract new professionals, participants strongly felt the need for a good support system and having more resources, such as clinical supervision and recruitment of more recruitment of psychiatrists. Based on these findings, implications are provided in improving the quality of the mental health care system.
