This paper studied the influence mechanism of sampled value(SV) message transmission process on the accuracy of digital measurement system in smart substations. The influence factors of SV message transmission process are analyzed firstly. Furthermore, a test device for time characteristics of SV message is developed which used to do experimental verification. Based on the research results, an effective test scheme and a corresponding technical standard is proposed.
