Emergency response of maritime catastrophe urgently require integration of various efforts, but the traditional emergency system and decision-making process can not meet the operation requirements. Currently, there's still a lack of research on maritime joint emergency operations applying SoS engineering idea. In this paper, we make a novel research on the architecture design of maritime joint emergency system of systems (MJESoS) from the perspective of decision-making. First, we analyze the background and requirements of maritime emergency, and the concepts of MJESoS and the emergency decision-making process are defined; Then, the meta-model of MJESoS architecture is proposed based on DM2, eight core data elements are proposed, the elements and their correlation are described in a standardized way; Finally, based on DoDAF framework and the characteristics of maritime emergency management, a modeling framework of five viewpoints are constructed, based on that, the instance data are collected, organized and stored to form a diagram of MJESoS architecture, which guides the development of complex emergency decision-making research, and this standardized method also supports the further design and integration of subsequent architecture.
