This study performed System-Theoretic Process Analysis (STPA) to identify unsafe behaviors of drivers in takeover request situations in a car with Level 3 driving automation defined by the Society of Automotive Engineers (SAE). We aimed to determine potential unsafe control actions of drivers in takeover situations and the reasons why unsafe control actions can occur in a mental model by applying the STPA approach. Consequently, we identified 11 possible causal scenarios that can lead to risky situations and developed safety requirements for prevention.
