A survivable network design method is presented for the domestic network model in the layered international telecommunication network. The current 3-layered international telecommunication network of Korea Telecom (KT) is decomposed into two 2-layered network models by considering the functional independence of the switching and transmission networks. For the first layer network model, called the switching layer network model, the survivable network clustering model and the related mixed integer programming formulation is proposed. For the second layer network model, called the transmission layer network model, a heuristic algorithm is proposed for the steadiness of transmission. The heuristic algorithm considers the survivability for each country pair and economical transmission costs for the total network. The results of our studies are very effective for the planning of international telecommunication networks in comparison with the previous rule-of-thumb approaches. We have also observed many new interesting characteristics for the suggested network models.
