In this paper, a simple structure of frequency selective surface absorber with two side absorption bands and intermediate reflection band is proposed. Through the improvement of the annular cross structure absorber, the four of the cross even rotate to form a windmill shape, which realizes the characteristics of rotational symmetry and the characteristics of absorption-reflection-absorption in 0.1-9GHz at the same time. In addition, the simulation analysis shows that it has angular stability under different incident angles within 30° •The frequency selection absorber structure in this frequency band is more suitable for practical application. By combining the proposed structure with the antenna or antenna array, the low RCS in the absorption band can be realized, and the reflection band can be used as the floor of the antenna.
