The satisfactory realization of metamaterial (MM) absorber simultaneously occupying low profile, broadband, particularly and fully angular stability and polarization insensitivity is full of challenge. In this paper, a broadband MM absorber is proposed for the large incidence angles and both polarizations. The developed absorber is three-dimensional. For each atom, the top layer is a modified lossy frequency selective surface, which can provide a broadband and angle-stable electric response. And the middle part is a lossy pillar structure to provide broadband magnetic response at large incidences. Finally, the developed absorber achieves angle and polarization insensitivity in broadband. The simulated results demonstrate that, in the frequency range of 1.63-3.11 GHz, corresponding to the FBW of 62.4%, the absorption of TE polarization wave is over 90% when the incident angle is less than 60°; for TM polarization incident wave, the absorption is over 90% when the incident angles is less than 80°.
