Getting to know vendor made complex systems such as learning content management systems (LCMS) and training staff to administer and maintain it is costly and more time consuming. This study therefore aimed to develop easy-to-use LCMS (BU-LCMS) requiring content authors with little technology expertise and integrate it to an already in-house developed LMS, BU-CETLMS. Some facilities of the BU-LCMS proposed after a consultation with lecturers with experience in developing online materials are as follows: tools to design, create, deliver content, instructional design templates, assess learning, bookmark the individual's progress, contain robust security tools, enable control of content (content aggregation), interface to LMSs, maintain a secure set of user privileges, permission levels, manage course content and timing, manage enrolment and progress of learners, provide facilities for subject experts/lecturers to coach, and record test scores and pass them to LMSs. This study outlines the development procedure of the LCMS.
