In this paper a novel synthesis of an observer for a class of non-uniformly observable disturbed systems is proposed. The outputs of the systems are delayed with a known (time-varying) delay and their measurements are continuously available over some time horizons and sampled over other ones. The observer design is firstly detailed in the case of a small time-varying delay before being extended to the case of long delays. The performance of the proposed observer is applied to a chaotic uncertain system.
