为有效地支撑建设项目大中型事故的预防与实时管理,从事故发展进程角度逆向分析各阶段所需要的支撑体系,构建了基于阶段性模型的建设项目大中型事故管理支撑体系.首先在回顾阶段性模型研究的基础上,给出了建设项目大中型事故管理支撑体系的内涵和构成;进而对管理框架中各子系统,包括预警、决策响应、过程保障、善后恢复等支撑体系进行研究.该管理框架从事故发展进程角度为政府部门、企业、项目各层次对建设项目大中型事故的实时管理与控制提供了理论支撑与操作建议.
Aiming at providing effective management support for medium-large sized construction accidents during their development process, this paper presented a comprehensive conceptual management support system for construction accidents based on Stage Model (MSCASM) from the perspective of accident development process.After review of previous constructed stage models, the meaning and content of the management system for medium-large sized construction accidents are presented and the detailed components, including the sub-system of pre-warning support system(PWSS) , decision response support system(DRSS), process supply support system(PSSS) and rehabilitation support system (RHSS).The framework of MSCASM proposes a feasible ideology and practical method for real-time management of the construction accidents during the process, which is useful for different management level of government, enterprises and project.
