随着我国社会经济飞速发展和城镇化水平不断提高,我国城市发展在城市规划、空间布局、配套基础设施建设、城市综合管理能力等方面均面临着严峻挑战。为应对因人口膨胀、住宅和交通拥挤、能源和水资源短缺、垃圾和空气污染所导致的人居环境恶化等一系列空前压力,2006年,我国在《国家中长期科学和技术发展规划纲要(2006-2020)》(简称《纲要》)中首次将“城镇化与城市发展”列为重点领域,凸显了城镇化与城市发展的重要地位和战略意义。《纲要》同时部署安排了“城镇区域规划与动态监测”、“城市功能提升与空间节约利用”、“建筑节能与绿色建筑”、“城市生态居住环境质量保障”、“城市信息平台”5个优先主题和28个重点研发方向,以期通过系列研究探索未来城镇化之路,破解未来城市发展中的关键难题。本文对我国“十二五”城镇化与城市发展领域科技创新所取得的阶段性成果进行了综合报道。
With China's rapid social and economic development and constantly raising level of urbanization, China's urban development is facing with great challenge in urban planning, space layout, infrastructure construction, urban comprehensive management ability. To deal with population expansion, residential and traffic congestion, energy and water resources shortage, waste and air pollution caused by the environment worsening and so on a series of unprecedented pressure. In 2006, the National Long-term Science and Technology Development Plan (2006-2020) (referred to as the Plan") listed urbanization and urban development as one of the key areas for the first time, which highlights the important position and strategic signiifcance of urbanization and urban development. At the same time, arrangements for the deployment of"urban regional planning and dynamic monitoring","urban function promotion and the economical use of space","building energy conservation and green building","urban ecological residential environment quality guarantee","urban information platform", namely, 5 priority themes and 28 key research direction, to explore the road of urbanization, and to solve the key problem of urban development in the future. This paper reported the technology innovation achievements in the ifeld of urbanization and urban development on China's Twelfth Five Year Plan.
