[目的/意义]为分析以农民办事不出村信息化系统为基础的农村公共服务信息化改革的实践样态、理论意义与现实问题,以提供一个可供参照的公共服务信息化的改革样本.[方法/过程]以湖北巴东县农村公共服务信息化改革为分析对象,以整体性治理理论为分析工具,对农村公共服务信息化改革取得的成效、存在的问题与改进的对策进行了探讨.[结果/结论]分析表明,巴东县利用信息技术构造一站式服务,进行涉农公共服务部门、功能和资源整合,建立跨部门、跨边界协作供给网络是整体性治理的有效尝试.但从整体性治理理论追求和政策主张看,巴东县农村公共服务信息化改革需要在涉农公共服务项目和机构整合,涉农服务部门高水平协调,多元服务主体协商共治,为民服务信任和责任机制落地,农民多元化需求动态响应等方面有所作为.
[Purpose/Significance]In order to provide a reference for the reform of public service informatization, the practical situation, theoretical significance and practice problems of the reform of rural public service informatization were analyzed.The reform is based on information system that allows farmers to handle affairs without going out of the village.[Method/Process]Taking the reform of rural public service informatization in Badong County of Hubei Province as the analysis object, the holistic governance theory as the analysis tool, this paper discusses the achievements, existing problems and improvement measures of rural public service informatization reform.[Result/Conclusion]The analysis shows that it is an effective attempt of holistic governance in Badong County to construct a one-stop service by using information technology to carry out the integration of agriculture-related public service sector, function and resources, and establishing cross-department and cross-boundary cooperation supply network is a satisfactory effort to realize holistic governance.However, from the pursuit of holistic governance theory and policies, the informatization reform of rural public services in Badong County needs various achievements including the integration of agriculture-related public service projects and institutions, high-level coordination of agriculture-related service departments, multi-service subjects involvement in consulting and co-governance, public service trust and responsibility mechanism construction and dynamic response to farmer's diversified demand, etc.
